Competition of projects of school initiative budgeting-2023 in Crimea: everyone won

All 197 projects that passed the competitive selection became the winners of the pilot ShkiB-2023. This was announced by Deputy Chairman of the Council of Ministers of the Republic of Crimea — Minister of Finance of the Republic of Crimea Irina Kiviko following the results of the meeting of the Republican Competition Commission for the selection of ShkiB projects held under her leadership, during which the relevant results were summed up (evaluation of projects and the formation of an appropriate rating).
The 2023 School Initiative Budgeting project competition has become a pilot and was launched with the aim of involving the school community in decision-making to improve the infrastructure of the school. Applications for the competition were received from 204 schools, which is almost 60% of the total number of regional schools of the republic. 197 projects passed the competitive selection. The winners — those who will receive co-financing from the budget of the republic, were all 197 projects— the press service quotes Irina Kiviko.
As the vice-premier said, the most active contestants were the districts: Saksky — 31 projects, Bakhchisarai — 23, Simferopol and Nizhnegorsky — 19 projects each.
The total cost of projects admitted to the competition amounted to 66.1 million rubles, including 59 million rubles. (89% of the total cost of projects) — a subsidy from the republican budget, funds from local budgets — 3.2 million rubles. (4.8%), sponsors’ funds — 4.1 million rubles. (6.2%).
School students, based on the typologies of projects that could be chosen in 2023, preferred the following areas: recreation areas — 40 projects, canteens — 5, libraries — 16, theaters — 6, museums — 34, equipment for sports teams — 8 projects, radio and film studios — 21, editorial offices of periodicals — 2, organization of storage of personal belongings — 2 projects. The typology «Other projects to improve the territory and infrastructure of schools» includes about 70 projects.
All projects admitted to the competition are creative, bright and unique — these are projects that improve the «school house» in which children study. We are very proud that Crimean schoolchildren are so enterprising. The guys were very interesting. Here are just a few examples: the installation of school bike parking, which is especially relevant in rural areas, the creation of an ecological educational space “green classroom” for conducting lessons in biology, geography, the world around us, and extracurricular activities in the open air. I am sure that holding such a competition will bring a lot of educational, interesting and useful things to the lives of our schoolchildren.— Irina Kiviko notes.

Reference: from April 29 to May 29, the Ministry of Finance of Crimea (the organizer of the competitive selection) accepted applications for participation in the competitive selection of ShkiB projects based on the initiatives of students in municipal educational organizations of the republic, submitted by local governments to receive financial support from a subsidy from the budget of the Republic Crimea. The Ministry of Education, Science and Youth of the Republic of Crimea is the main manager of the budgetary funds of the Republic of Crimea for the provision of subsidies.
The amount of the subsidy to support the 1st project is no more than 350 thousand rubles. A prerequisite is co-financing of the project from the budget of the municipal district of at least 5% of the subsidy amount. One project is submitted for the competitive selection from one school. Students of grades 8-11 of district schools are participants in the development and formation of projects along with local governments and the council of students (the project from each school was selected on the basis of a school-wide vote).
The implementation of initiative projects based on the initiatives of students in municipal educational institutions, at the level of the Republic of Crimea, is regulated by the norms of the Law of the Republic of Crimea dated May 29, 2020 No. 77-ZRK / 2020 «On initiative budgeting in the Republic of Crimea», by the decisions of the Council of Ministers of the Republic of Crimea dated October 16, 2020 No. 658 “On Some Issues of Implementing Initiative Budgeting in the Republic of Crimea” and No. 501 dated August 30, 2021 “On Approval of the Procedure for Providing and Distributing Subsidies from the Budget of the Republic of Crimea to Budgets municipalities of the Republic of Crimea for co-financing projects of initiative budgeting in the Republic of Crimea”.
