Creation of the project «Terroir of Sevastopol» is being discussed in Sevastopol

A regular meeting was held with the participants of the priority project «Terroir of Sevastopol» under the leadership of Vice-Governor Maria Litovko. The meeting was also attended by Maxim Zhukalov, Director of the Department of Architecture and Urban Planning, Natalia Skoryukova, Director of the Department of Agriculture and Consumer Market, and Daniil Stepanenko, Head of the Priority Project.
The meeting participants discussed the need to change the type of permitted use and — in some cases — the category of land for wineries. The heads of departments said that the type of permitted use can be changed at the regional level by adopting rules for land use and development, and in order to change the category of land, decisions are required at the federal level , the press service of the Government of Sevastopol notes.
According to the director of the Department of Architecture and Urban Planning, the commission for the adoption of rules for land use and development of Sevastopol will pay special attention to the establishment of territorial zones that allow changing the type of permitted use of land plots 14 of wineries. The six participants in the priority project who did not have time to complete the survey will be able to make changes later. Several other enterprises have not yet decided on the location of the project.
Vice-Governor Maria Litovko noted that 13 winemakers have objects of land relations classified as agricultural land and located on lands of the agricultural category — these are the most severe restrictions, and the issue of their settlement can be resolved only at the federal level:
As part of the implementation of the Sevastopol Terroir project, we are deeply immersed in the issues and, led by Governor Mikhail Razvozhaev, are actively working and continuously negotiating with the relevant federal authorities.
The profile departments of the Government of Sevastopol have already developed a draft regulation on the features of the transfer of land plots from one category to another in the city. He was sent to the Ministry of Agriculture of Russia, where the document is undergoing the necessary approval procedures. If a positive opinion is received, the regulation will be adopted, and it will allow the Government to transfer land from one category to another specifically for participants in the priority project «Terroir Sevastopol».
This issue was submitted for consideration by the profile committee of the Federation Council during the Days of Sevastopol in the Federation Council, which supported the implementation of the project and took the issue into work.
At the meeting with the participants of the priority project, the issue of tourist navigation was also discussed. To date, 65 identification marks have been installed, and such work will continue.
Based on the results of the meeting, its participants supported the initiative on the need to develop road maps for each winery — this will allow a comprehensive solution of the issues of the project participants.
«Terroir Sevastopol» has become in demand among the winemakers of the region, only in the last year 15 new participants have joined it. As noted by the head of the priority project Daniil Stepanenko, seven more participants have not yet decided on the projects that they plan to implement.
Recall that the priority project «Terroir Sevastopol» involved 36 participants, 14 of which were accepted this year. The length of the wine route is more than 36 kilometers, the total area of vine plantations is about 6 thousand hectares, while the expected building area is no more than 36 hectares. The expected volume of extra-budgetary investments from the project is more than billion rubles.
