Crimea: how and where to get a certificate for parents with many children and children from large families

To obtain a certificate, the Center for Social Services for Families, Children and Youth at your place of residence provides:

• personal application of one of the parents (to be completed on the spot) for the issuance of a certificate of the established form;
• copies of identity documents of parents (s), guardian (s), trustee (s) (with presentation of the original);
• identification document of the applicant’s representative, power of attorney (with presentation of the original);
• a copy of the court decision establishing the fact of permanent residence in the territory of the Republic of Crimea (in the absence of registration of the place of residence in the territory of the Republic of Crimea with the parent (guardian, trustee) (with presentation of the original);
• copies of children’s birth certificates (with presentation of the original);
• photographs of parents, children;
• for persons from 18 to 23 years old, an original certificate from a general education, vocational, or higher educational institution (if they are studying full-time on a budget basis). To obtain the specified document, the applicant must contact another authority to obtain the appropriate certificate;
• a copy of the marriage certificate of the spouses (if available) (with presentation of the original);
• a copy of the divorce certificate of the spouses (if available) (with presentation of the original);
• a copy of the death certificate of the spouse (if available) (with presentation of the original);
• a copy of the paternity certificate (if available) (with presentation of the original);
• a copy of the act of the guardianship and trusteeship authority establishing guardianship (trusteeship) (with presentation of the original).

Photos of the citizen must be identical and age-appropriate, in color or black and white, 30×40 mm in size with a clear image of the face. The photograph must include the face and upper part of the shoulders of the citizen, and the size of the face must be 70-80% of the area of ​​the photograph. It is not permitted to present a photograph of a citizen wearing tinted glasses or wearing uniform. In the photograph, the person is depicted strictly from the front and looking straight with a neutral expression and a closed mouth. The background must be white, smooth, without stripes, spots and the image of foreign objects and shadows.

Children from large families are issued certificates from the age of five. When a child reaches 14 years of age, a photograph is affixed to the ID card.

To renew and replace the certificate, the Applicant provides documents according to the above list.

The application and documents can be sent to any “Social Services Center for Family, Children and Youth” in person, through a legal representative, as well as through the “State Services” portal, to the State Budgetary Institution of the Republic of Crimea “MFC”.
