Crimea is in the group of federal subjects with a high level of debt sustainability

Crimea fell into the group of federal subjects with a high level of debt sustainability in terms of estimates Ministry of Finance of Russia.

Based on the results of the assessment of debt sustainability carried out by the Ministry of Finance of Russia in 2023, the constituent entities of the federation are classified into debt sustainability groups. As a result, out of 85 subjects, Crimea fell into the group with high debt sustainability, which included 56 regions, 28 — into the group with an average level of debt sustainability, 1 — with a low level— the press service quotes the Deputy Chairman of the Council of Ministers of the Republic of Crimea — Minister of Finance of the Republic of Crimea Irina Kiviko.

In turn, the Ministry of Finance of the Republic of Crimea assessed the debt sustainability of municipalities of the republic based on actual data for 2022 and planned budget indicators for 2023 based on decisions on municipal budgets.

As of August 1 of this year, all municipalities of the republic are classified as a group with high debt sustainabilitynotes Irina Kiviko.

Reference: The assessment of debt sustainability of the constituent entities of the Russian Federation is carried out by the Ministry of Finance of the Russian Federation in accordance with Art. 107.1 of the Budget Code of the Russian Federation in the manner established by Decree of the Government of the Russian Federation dated March 4, 2020 No. 227. The assessment of the debt sustainability of municipalities of the republic is carried out by the Ministry of Finance of the Republic of Crimea in the manner established by Decree of the Council of Ministers of the Republic of Crimea dated April 16, 2020 No. 217.
