The Head of the Republic of Crimea, Sergei Aksyonov, took part in a videoconference meeting on the development of the project of federal year-round resorts “Five Seas and Lake Baikal”, which took place under the leadership of the President of the Russian Federation Vladimir Putin.
Vladimir Putin outlined the priority tasks and decisions for the development of domestic tourism, which should form the basis of the updated national project “Tourism and Hospitality Industry”, the implementation of which should begin in 2025.
Thus, by 2030 the number of annual trips around the country will be increased to 140 million.
To do this, expand the affordable offer of a variety of tourist services, as they say, for every taste, so that citizens can see the unique nature of Russia, touch our great history and culture, relax at sea, ski, health resorts, and in year-round amusement parks,” explained the President of the Russian Federation.
According to Vladimir Putin, for the country as a whole and for each subject in particular, tourism opens up new prospects for development, job creation, and expansion of entrepreneurial and creative initiative. The head of state focused on the need to use these opportunities more effectively.
According to the Minister of Economic Development of the Russian Federation Maxim Reshetnikov, within the framework of the project “Five Seas and Lake Baikal”, it is planned to comprehensively develop territories on the coasts and create new resorts in nine regions of Russia: Krasnodar Territory, Crimea, Dagestan, Zaporozhye, Kaliningrad and Irkutsk regions, St. Petersburg, Primorsky Krai and Buryatia.
Maxim Reshetnikov said that the large-scale project will require concentration of resources: by 2030, it is planned to allocate more than 100 billion rubles to the development of tourism; revenues from increasing duties on imported wine from unfriendly countries will continue to be used to develop tourism; benefits will be provided for business — resorts in a number of regions will become part of special economic zones, which also applies to the Republic of Crimea.
In turn, the Head of the Republic of Crimea Sergei Aksyonov informed about two projects that are planned to be implemented in the south-eastern part of the peninsula from the city of Yevpatoria to the city of Saki. The territory covers an embankment with a length of more than 12 kilometers.
Sergei Aksyonov noted that the projects were prepared on behalf of Vladimir Putin together with the Ministry of Economic Development of the Russian Federation and the Ministry of Construction and Housing and Communal Services of the Russian Federation under the leadership of Deputy Chairman of the Government of the Russian Federation Dmitry Chernyshenko.
As the Head of Crimea reported, the area of the Golden Sands of Russia seaside resort will be about 212 hectares. Completion of the construction of the four-lane highway «Simferopol — Evpatoria — Mirnoe» will significantly increase the transport accessibility of the resort: from Simferopol to the facility can be reached in 20 minutes, from Sevastopol — in one hour, Evpatoria — in 10 minutes.
The year-round infrastructure of the resort will include heated swimming pools, thermal and medical complexes, an all-season water park, and an exhibition center. The project involves the construction of 17 hotels with 4.5 thousand rooms, 60 thousand square meters. meters of commercial space, 3.5 thousand parking spaces. The resort is expected to receive about 1 million tourists per yearsaid the Head of the Republic.
About 60 billion rubles of extra-budgetary investments will be invested in the implementation of the project, while tax revenues to budgets of various levels will presumably be about 3 billion rubles. The required state support funds for this resort amount to 12.8 billion rubles for the construction of transport and engineering infrastructure, including gas and electricity supplies, as well as the improvement of a two-kilometer embankment.
Sergey Aksyonov added that the investment agreement was concluded in 2022, the expected commissioning date is 2030.
Next, the Head of the Republic reported on the main characteristics of the second Crimean Riviera project, the area of which will be about 13 hectares.
Private investments amount to about 16 billion rubles. This will be one hotel complex with 840 rooms. More than 90 thousand tourists will be able to relax here annually. 870 jobs are created. More than 1 billion rubles in tax revenues per year are expected— said the Head of Crimea.
The required state support funds for this resort amount to 230 million rubles, which are planned to be invested in the creation of transport and engineering infrastructure, including gas, water and electricity supply, as well as wastewater disposal.
Separately, during the meeting, Vladimir Putin drew attention to the need to organize exits to the Black Sea coast from the Tavrida highway. The head of Crimea said that together with the Deputy Prime Minister of the Russian Federation Marat Khusnullin and the Minister of Transport of the Russian Federation Vitaly Savelyev, a strategy was developed to solve the problem. In addition, the deadlines and funds for carrying out the relevant work have already been determined.
