The State Council of the Republic of Crimea hosted the transfer to the Government of the Republic of the materials of the statement of claim for compensation for damage caused to Crimea in connection with the organization of the energy blockade by the Ukrainian authorities. The event was attended by First Deputy Chairman of the State Council of the Republic of Crimea Efim Fiks, Head of the Legislation Committee Sergei Trofimov, Head of the Main Directorate for Representation in the Judiciary and Interaction with Law Enforcement Agencies Anton Latyshev, Legal Adviser of the Crimean Branch of the Russian State University of Justice Irina Agasheva.

The working group, formed on the initiative of the Chairman of the State Council of the Republic of Crimea Vladimir Konstantinov, has completed work on collecting materials confirming the damage suffered by Crimea in connection with the organization of the energy blockade by Ukraine. In the near future, another lawsuit will be transferred to the arbitration court. According to the parliamentarian, in the interests of Crimeans, it is planned to file a claim in the Supreme Court in the near future from the Public Chamber of the Republic of Crimea to recognize the right to compensation for moral damage in connection with the energy blockade, a preliminary estimate of the amount of claims for which will exceed 2 trillion. rubles

In addition to collecting documents and filing claims regarding water and energy blockades, Efim Fiks said, next in line is the preparation of materials for compensation for damage caused as a result of the so-called transport, food and financial blockades.

According to Sergei Trofimov, the main defendants in the case of the energy blockade are three legal entities: the Cabinet of Ministers of Ukraine, the Ministry of Energy of Ukraine and the Ukrenergo company, since these entities were obliged to provide the Republic with electricity according to the terms of the concluded agreements.

With their criminal inactivity, the Ukrainian authorities caused very serious damage to Crimea, since the shutdown and cessation of electricity supply directly from the territory of Ukraine led to the need for a complete reconstruction of our energy system, required the construction of an energy bridge, power plants, substations that receive the corresponding power, and even partially affected the reconstruction of the system on south of Russia. I am sure that all persons who participated in this illegal type of activity against Crimeans will be brought to criminal responsibility,” emphasized the head of the relevant parliamentary committee.

In turn, Irina Agasheva explained that when determining the amount of loss, the working group took into account the elimination of the negative consequences of the illegal actions of violators, as well as the implementation and formation of a unified energy system of the Republic of Crimea as part of the Russian Federation.

The amount of losses is confirmed by relevant documents and includes real damage to the budget system, as well as lost profits due to shortfalls in electricity supplies— she said.

As part of the established procedure, Efim Fiks signed an Act on the transfer to the Council of Ministers of the Republic of Crimea for the preparation of a statement of claim to the Arbitration Court of 51 volumes (31,810 sheets) of materials in the case of compensation for damage as a result of the energy blockade.
