Crimean large families use the social contract as starting capital

In pursuance of the instructions of President Vladimir Putin, in the Year of the Family, parents with many children have the right to prioritize the conclusion of a social contract. In January, addressing his fellow citizens with the Decree “On measures of social support for large families,” the head of state called on the regions to provide comprehensive support to parents with many children who are experiencing difficult life situations and wish to become participants in existing and new government social programs.
Supporting families, especially large families, is one of the main priorities in the work of the government of the Republic of Crimea. The social contract makes it possible to provide the family with such support in a targeted manner, in a short time, with results for the future. That is, to create conditions for a real increase in the income of families in which the breadwinner, due to unforeseen circumstances, has lost his job or, for example, the mother is on maternity leavesaid Deputy Chairman of the Council of Ministers of the Republic of Crimea — Minister of Labor and Social Protection of the Republic of Crimea Elena Romanovskaya.
Over the ten months of this year, large families in Crimea were provided with 149 social contracts. Among the recipients are many parents who are raising five, six or more children.
Olga Kozlova, a mother of 12 children, took advantage of this support measure to equip her sewing workshop. A large family lives in the village of Kalinovka, Chernomorsky district. A social contract helped Igor Shcherbakov, a father with many children, open a recording studio.
Fundamentally important for citizens participating in the state social contract program is the fact that all monetary social payments provided by the state for the implementation of a business plan must be fully invested in the business. As a rule, people invest these funds in the purchase of professional equipment, rental of premises, and when setting up a personal farmstead — in the purchase of farm animals, seeds, seedlings, equipment, improvement of farms and farmland. When concluding a social contract for job search, payments are used to financially support the family during interviews with potential employers and to pay for retraining. Since more than half of the social contracts concluded annually are for business activities, in fact, the financial state assistance received by Crimeans within the framework of the social contract becomes a kind of start-up capital for organizing their own business. In what legal form — self-employed or individual entrepreneur — is decided by the citizen himself who enters into a social contract.
In total, by the end of 2024, social institutions of the Republic of Crimea plan to conclude over 700 social contracts and next year to continue the policy of popularization in the field of family protection and preservation of traditional family values.
