Entrepreneurs of Sevastopol were explained typical errors in the design of urban planning permits

In the Center «My Business» chaired by and. O. Deputy Governor Maxim Zhukalov held a round table with the participation of business representatives, heads of specialized authorities and the Commissioner for Entrepreneurs in Sevastopol.

The main emphasis was on issues of obtaining two important public services: permission to conditionally permitted type of use of the land plot and deviation from the maximum development parameters.

It is important for us not only to formally observe the norms, but to find solutions that will work for the city and for entrepreneurs. We see high involvement from business — this is a good signal, and we are ready for an open dialogue,-quoted the press service of the Government of Sevastopol Maxim Zhukalov.

Particular attention was paid to the reasons for the failures-in more than 80% of cases, the statements are returned due to the lack of mandatory conclusions confirming the compliance of the projects with the requirements of technical regulations.

Often the problem is not in the legislation, but in how the documents are prepared. The conclusion must be fulfilled by a qualified organization and be based on the requirements of the arches of the rules. This is a key element for making a positive decision— said Yulia Shemonaeva, director of the Department of Architecture and Urban Planning.

Participants were able to ask questions of interest and discuss problems related to the use of existing objects for new goals — for example, transferring residential buildings to non -residential premises without reconstruction. It was emphasized: legalization is possible only after bringing the object in accordance with the norms and parameters of land use and development rules (PZZ).

According to the results of the meeting, the parties agreed to continue the dialogue and develop methodological recommendations for applicants in order to make the procedures more understandable and affordable.
