Expert: the price of an OSAGO policy for a car owner with a good KBM averages 6-7 thousand rubles

President of the Russian Union of Motor Insurers (RUA) Evgeny Ufimtsev took part in the work of the platform “Cyber ​​risks and cyber threats – how to prevent and minimize the consequences” as part of the Financial Congress of the Bank of Russia, which was held on July 6-7, 2023 in St. Petersburg. According to the expert, in May the average premium for OSAGO was 7.6 thousand rubles. This is 2% lower than the figure for the first 4 months of 2023 (7.8 thousand rubles) and 4% lower than in the first quarter of this year (7.9 thousand rubles). In addition, according to the PCA, 94% of all car owners have a discount on OSAGO for accident-free driving.

For a driver with a good KBM, the price of an OSAGO policy today averages 6-7 thousand rubles. This was achieved, among other things, by expanding the tariff corridor and switching to the “pay as you go” principle, under which careful drivers no longer pay extra for high-failure segments and drivers with a bad insurance history. For example, in the first quarter of 2023, the maximum MTPL discount for accident-free driving, which today is 54%, was received by 37%, or almost every two out of five car owners, he said. — Over the 20-year history of motor third party liability insurance, it has been possible to develop standards, normative documents, reference books of average cost, which today can serve as an example for other, new areas of insurance.

Alexey Voylukov, Vice President of the Association of Banks of Russia, agreed with Evgeny Ufimtsev that OSAGO can serve as an example for other areas of insurance, including against cyber threats:

Using my own example, I will say that I received the payment under OSAGO fairly quickly, simply, and in full. Therefore, the OSAGO initiative for I support IT, if it is implemented at the legislative level.

Evgeny Ufimtsev recalled that on July 15 this year, electronic loss settlement in OSAGO will start working.

Insurers will start interacting remotely, online with clients, and the client will have to disclose his data to apply for insurance compensation. For example, bank card details, said Evgeny Ufimtsev. — In this regard, we are afraid of a new wave of possible fraud and the emergence of so-called «assistants» who will try to work with these clients.

The President of the PCA emphasized that a number of steps are already being taken to solve this potential problem, including insurers supporting proposals made at the state level to standardize insurance products, the emergence of boxed solutions, including for individuals.

Moreover, the electronic settlement of losses under OSAGO is, first of all, a response to the request of consumers, the car owners themselves, — said the representative of the RSA. — In our opinion, it will increase the transparency of the industry, reduce the number of applications from car owners with complaints and problems, and most importantly, speed up the loss settlement process.

Ufimtsev also said that in the fall, an initiative to introduce short-term OSAGO policies will be submitted to the State Duma of the Russian Federation. When he points out that “such policies will be expensive, let potential users have no illusions about this. The price of a policy for one month will not be one twelfth of the cost of an annual policy, it will be higher.. It is assumed that short-term policies will be in demand primarily by taxi drivers, who find it more convenient to pay for OSAGO not all at once, but every month, and families with several cars, if one of the vehicles is used extremely rarely.
