The number of car thefts and thefts decreased significantly last year, and this positive trend has been observed for several years in a row. The relevant statistics are provided to the Ministry of Internal Affairs of the Russian Federation.
The Ministry of Internal Affairs notes that over the 11 months of 2023, 6.58 thousand car thefts officially occurred, which is 22.9% lower than the same period in 2022. At the same time, most often cars are stolen in the Moscow, Leningrad, Sverdlovsk, Chelyabinsk, and Novosibirsk regions. Other leading regions in the number of stolen cars include St. Petersburg, Krasnodar, Krasnoyarsk and Primorsky territories. If we talk about vehicle thefts, over the 11 months of last year, specialists recorded 11.6 thousand thefts, and this is 8.4% lower than in 2022. However, it is clarified that at the moment, car thieves prefer to steal increasingly popular Chinese cars, as well as Russian and Korean cars.
According to Sergei Efremov, Deputy Executive Director of the Russian Union of Auto Insurers (RUA), the positive trend is associated with foreign policy conditions. Thus, the sales markets of Ukraine and the Baltic states were closed — the borders became inaccessible in the spring of 2022 (it was to these regions that stolen cars were most often transported). The increase in the number of surveillance cameras also had an impact.
Sergey Efremov also noted that during the period from January 1, 2023 to December 20, 2023, 596 car thefts were recorded that were insured under comprehensive insurance. This is lower than in previous years — 2.4 thousand for the full year 2020, 1.53 thousand for 2021 and 942 cars with a comprehensive insurance policy for 2022.
If we talk about a decrease in the number of thefts and car thefts, this is due, among other things, to the fact that it is now much more difficult for thieves to steal cars — the chance of getting caught is now higher. Police representatives are now more vigilant about car thefts, and digital services can help them — CCTV cameras and archives of recordings from these cameras, – said Associate Professor of the Department of Economic Theory of the Russian Economic University. Despite the positive statistics, some experts predict an increase in the number of car thefts due to problems with spare parts. In their opinion, cars will be stolen for further disassembly for spare parts, especially if repairs under compulsory motor liability insurance can be carried out with used spare parts. However, the president of the ANO “Institute for Research of Social and Economic-Technological Development of Society” (“ISETRO Institute”) Andrey Bystrov believes that these fears are not justified.
For quite a long time there have been assumptions that the number of thefts will increase when the use of used spare parts for repairs under compulsory motor liability insurance is allowed at the legislative level. However, given the general problem with components in the country, cars are not stolen more often. We even see that the number of thefts and car thefts is decreasing year after year. And if they are allowed to use used spare parts when repairing compulsory motor vehicle liability insurance, then there will be nothing wrong with that — used spare parts are already used both in Russia, especially in the Far East, where the share of right-hand drive cars is large, and all over the world, — he says.
In addition, Bystrov noted that if it is officially allowed to repair used cars with spare parts under a compulsory “automobile citizenship” policy, then this will be done according to a specific list of components, and service stations will guarantee the client a high level of repair.
It is also worth clarifying that, firstly, used spare parts will have a “history” (where they were used previously), and, secondly, they will be used only if the consent of the car owner is obtained.
