Experts: every year more and more drivers support the individualization of MTPL tariffs

In 2023, 77% of motorists consider it correct to individualize tariffs for compulsory motor liability insurance. Last year, the share of drivers in favor of the MTPL reform was 74%, and in 2021 – 67%. At the same time, the vast majority of respondents – 82% – are aware of the changes in the law on compulsory motor liability insurance, which came into force in 2020. This is evidenced by data from an annual survey by the ROMIR research center, in which 2,500 respondents from different regions of Russia took part.
The positive assessment of the MTPL reform by drivers is due to the fact that the individualization of tariffs, in the opinion of drivers, makes it possible to create the most fair prices for the policy — this is the opinion of 75% of respondents.
How do insurers manage to contain the average cost of compulsory motor liability insurance, despite the difficult situation in the automobile market? 72% of respondents attribute the reduction in policy prices to the individualization of tariffs, which is higher than last year’s results — in 2022, 69% of respondents thought so.
As Evgeny Ufimtsev, President of the Russian Union of Auto Insurers (RUA), said, the introduction of new factors for calculating the cost of a compulsory motor third party liability insurance policy helps make tariffs more personalized.
Every year, an increasing number of drivers support the individualization of MTPL tariffs, in particular, understanding that this will contribute to the low cost of policies for accident-free driving. Plus, people are not ready to overpay for reckless drivers who ignore traffic rules and basic courtesy on the road, and as a result get into accidents. Previously, there was a kind of equalization, as a result of which experienced drivers paid for beginners, and careful drivers paid for those with high accident rates. Now everyone pays as they drive, it’s more logical– said Evgeny Ufimtsev.
The majority of respondents — 74% — agreed that competition between insurers makes rates more profitable for drivers who rarely get into accidents or avoid them altogether. It is important to note that 86% of drivers generally have a positive assessment of the work of their insurance company (37% of clients are completely satisfied with the quality of service in the insurance company in which the last time they bought an MTPL policy, 49% are somewhat satisfied).
Every fifth respondent noted that purchasing a compulsory motor liability insurance policy has become easier after April 2022. Let us recall that it was then that the reinsurance pool began operating, as a result of the introduction of which accident-free drivers no longer overpay for those who often get into accidents — the price of the policy now directly depends on the driver’s accident rate and other factors.
More than half of the respondents (62%) do not have experience in registering an accident under the Europrotocol, but would potentially register it if necessary. At the same time, a quarter of respondents used a mobile application when an insurance situation arose. Of these, 39% used the OSAGO Assistant application, and 50% used the State Services Auto application. An interesting fact is that women and young audiences (18-34 years old) used applications more often when insurance situations arose than the sample as a whole.
The most common type of policy issuance is remote. It was used by 60% of respondents. 39% of motorists took out a policy at the insurance company office (this is 3 percentage points less than in 2022). The main advantage of purchasing MTPL electronically is the speed of registration. This was reported by 71% of respondents. And 75% of motorists noted that the registration of e-MTPL, in addition to efficiency, became completely problem-free for them — they did not notice any difficulties when purchasing an electronic policy or considered them insignificant. Those respondents who took out an MTPL policy at an insurance company’s office most often noted that they prefer personal contact with an insurance agent (47%), or the insurance company’s office is located close to their home or work (43%).
After the law on short-term MTPL insurance policies (from 1 day to 3 months) comes into force in the spring of 2024, only 19% of motorists plan to take out such a policy. More than half of the respondents (59%) do not intend to do this, another 22% found it difficult to answer. At the same time, young motorists (18-34 years old) show the greatest interest in short-term MTPL policies.
