In February 2025, the share of market mortgages was minimal. According to market programs, only 14% of the volume of issuing housing loans were issued. This is the minimum value in the history of observation, the housing lending market prepared by the Central Bank says.
For a month, Russian banks issued standard mortgage programs in the amount of 31.3 billion rubles. Regarding January, the indicator increased by 43.3%. For preferential programs, a mortgage was issued in the amount of 195.8 billion rubles, which is 86.3% more than the January indicator.
The total mortgage portfolio of Russian banks in February increased by 0.2%. He reached 20.043 trillion rubles. As of March 1, 2025, the annual growth rate of the mortgage portfolio decreased to 8.9%.
In February, activity in the mortgage market began to recover after a seasonal decline in January. Banks issued 52.6 thousand housing loans to borrowers in the amount of 227.1 billion rubles. In January, 32.3 thousand loans were issued in the amount of 127 billion rubles. At the same time, in annual terms, the number of mortgage loans decreased by 45%, and the volume of issuing a mortgage decreased by 31.8%.
The average housing loan in February exceeded 4.3 million rubles. Regarding January, it increased by 9.9%. The weighted average mortgage rate for a month decreased from 8.34% to 7.7% per annum. The Central Bank explained that this is due to the growth of the share of preferential mortgage.
