Experts: Russians have stopped using maternity capital to buy housing

In 2024, Russians began to spend maternity capital significantly less often on purchasing housing, as the amount was no longer enough even for a down payment. About this Ura.ru said the President of the Russian Guild of Realtors Artemy Shurygin.
In 2007, when the maternity capital program was launched, 95% of recipients invested in the purchase of housing. Each year this figure has been steadily declining. In 2023 it was 50%, in 2024 the figure is even lower, but the exact figure will be known at the end of the year.said Artemy Shurygin.
The expert emphasized that the indexation of maternity capital lagged behind the increase in real estate prices by 40%. According to him, with the conditions that banks now offer, it has become almost impossible to use maternity capital as a down payment without your own savings.
The head of the “Mortgage Bureau of Kamila Fazlyeva” and the project “Electronic Deal.RF” Kamila Fazlyeva, in an interview with a correspondent of Tsian.Zhurnal, noted that other areas of application of maternity capital have come to the fore: education and others.
Perhaps, if the cost of housing decreases and new programs for its acquisition emerge, this area of using maternal capital will again become relevant. And the point is not only in the level of housing prices, but also in the accompanying difficulties during registration. Equally important is the mandatory allocation of shares to minors with obtaining permission from the government agency for alienation in the event of the sale of an apartment for which the capital was used,” the speaker explained.
According to Kamila Fazlyeva, families who knew in advance about the upcoming difficulties did not use this opportunity, but directed the money to other purposes permitted by law.
At the same time, in recent years, the SFR has been consistently working to inform the population about the possibilities of maternal capital, telling them that funds can be spent not only on square meters, and this also gave results, — the specialist concluded.
According to Valery Tumin, director of Russian and CIS markets at fam Properties, it cannot be said that maternity capital has become useless.
In any case, this is an impressive amount of money that can help buy an apartment. It may make sense to use it not as part of the initial capital, but this may only work if you already have a mortgage, — the expert spoke.
Valery Tumin also expressed confidence that Russians will continue to spend maternal capital on mortgages, “since spending it on other options is even less profitable from the point of view of accelerating inflation.”
