Experts: Russians will have access to their insurance history

On April 1, a new unified information system, AIS “Insurance,” was launched in Russia, which will combine data on different types of insurance. Nikolai Galushin, General Director of JSC National Insurance Information System (NSIS), spoke about this at a meeting with journalists. Let us remind you that NSIS is a subsidiary of the Bank of Russia.
Since the AIS “Insurance” was created on the basis of the AIS OSAGO information system, for now Russians on the “State Services” portal only have access to data on their compulsory “automobile insurance” policies. In order to see them, you need to go to your profile on “State Services”, select the “Documents” section, and in it – the “Transport” section and request a search for data on the MTPL policy. If the system didn’t find the policy the first time, don’t worry. The system has just launched and it takes time to debug its operation.
That is why, until October 1, the AIS OSAGO, which is controlled by the Russian Union of Auto Insurers (RUA), and the new system will operate in parallel. You can check your auto insurance policy on the RSA website by filling out a special form here. After October 1, 2024, the AIS OSAGO will cease to be a separate resource and will become an integral part of the global AIS “Insurance”.
Minor errors, for example, a typo in a driver’s license number or other information, can also interfere with the uploading of data to Gosuslugi. Olga Mordkovich, Deputy General Director for Digital Strategy, Products and Development at NSIS, said that the appearance of the policyholder’s personal account on the NSIS website will soon help identify and correct such problems. It is assumed that there you can not only check your data, but also immediately send a request for clarification of controversial information, for example, on the BMR (bonus-malus coefficient, an indicator of accident-free driving, on which the size of the discount or premium for the compulsory motor liability insurance policy depends).
Nikolai Galushin, in turn, emphasized that «The introduced innovations are based on a client-centric model. Everything is built on the fact that this is an attempt to protect the interests of users. Insurance is becoming more transparent, and information about it is becoming more accessible. This indirectly affects the level of insurance fraud; it will naturally decrease, since on one site it will be possible to see a number of characteristics that indicate signs of insurance fraud. For example, if the same pair of cars regularly gets into accidents. A decrease in the level of insurance fraud will result in a decrease in the costs of insurers to protect their interests, and this leads to a reduction in rates. They will become more personalized, including due to the launch of Insurance History Bureau services.”
The RSA also agrees with this; a representative of the Union noted that «we believe that AIS «Insurance» will contribute to the development of customer-oriented insurance products and services.»
At the first stage, NSIS plans to work on four types of insurance: compulsory motor vehicle liability insurance, comprehensive insurance, DSAGO (voluntary motor third party liability insurance, helps out if the compensation limit for compulsory motor liability insurance is not enough), as well as home insurance. However, in the future it is planned to expand the functionality to other types of insurance, for example, VHI.
