Experts: The dynamics of notarial tariffs is inferior to the growth rate of consumer prices

In order to objectively assess how the cost of something during a year or several years changes, it is not enough to compare only the final prices for goods or services in different periods of time. The money itself also has the ability to depreciate, and, of course, 1000 rubles in 2020 and in 2025 — completely different values ​​from the point of view of their purchasing power. The economy takes into account a number of indicators, many of which correlate with each other and allow you to calculate various kinds of indices. One of the most famous and widely used in the world is the consumer price index. It is he who allows you to evaluate how objectively reflects the consumer to change prices for goods and services, including Given the real demand, thereby seeing the pace of real inflation in relation to a specific product. It is fair to apply such a technique to analyze the dynamics of a change in notarial tariffs, calculating the index for them by a formula similar to the one that uses Rosstat to determine the consumer price index.

First of all, the comparison of the index of notarial tariffs and the consumer price index for the period 2020 — 2024 turned out to be indicative. According to the results of these four years, the average price level in the country increased by more than 37%, while the average cost of notarial action is only 23%. That is, the rate of increase in the cost of notarial actions was one and a half times lower. It is worth noting that it was precisely for these years that the period of the Pandemia of Coronavirus and the related socio-economic restrictions came at first, later it began, and large-scale economic sanctions were introduced against our country. Despite all the difficulties in the economic and social spheres, the dynamics of a change in notarial tariffs remained in the adequate range and, moreover, lost in terms of growth in consumer prices. At the same time, in 2024, a new procedure for calculating the regional component of the notarial tariff was already in force. The results of an objective analysis confirm that the updated tariff system has made an appeal to the notary even more affordable.

Interestingly, when comparing 2024 and 2023. The growth of the notarial tariff index is three times less than the growth of the total consumer price index: 3% versus 9.5%, respectively. Comparing the notarial tariff index with specific and widely demanded services from the list of Rosstat for the specified period, it can be noted that the difference in lag becomes even more significant. So, with the value of the notarial index, 103%of the mobile service index exceeded 126%, the index for postal and courier services was at 113.5%, the index for a consultation with a lawyer on family issues — 111.4%. Thus, the rate of increase in the cost of notarial action was four or more times lower.

What is important, when calculating the notarial action index, the benefits were not taken into account, with the use of which about 10-15% of all notarial actions in the country are performed annually. Thus, the real notarial tariff index is even lower than the calculated.

A significant factor in the preservation of the low values ​​of notarial tariffs in the period 2020-2024. The artificial deterrence of existing bets on the initiative of the notarial community itself was. Guided by the principle of ensuring the availability of qualified legal assistance for all categories of citizens and taking into account social realities, the notary avoided a sharp increase in the cost of notarial acts despite the inflationary factors and to the detriment of the self -financing of notarial activity.

Therefore, in 2025, the sizes of notarial tariffs were nevertheless brought into line with the formula established by the law for their calculation. In this regard, the notarial tariff index approached the general value of the consumer price index, given by Rosstat for January 2025. At the same time, if you compare the notarial tariff index with indices of a number of socially significant and important services for each citizen, then the increase in the cost of notarial actions was again noticeably lower. Thus, the increase in total prices for legal services is ahead of notaries of notaries by 1.5%, the subscription fee for mobile communications is 5%, and the prices for banks are 16%even at all.

These data again prove that the formula for calculating a notarial tariff established by law is not only economically justified, but also ensures the social availability of notarial actions.

Moreover, the indicators of the notarial tariff index also do not take into account the benefits provided by notaries, the volume of which significantly increased in 2024-2025. By expanding the preferential categories of citizens in the person of the participants in the persons equated to them and members of the family of military personnel.

The data obtained clearly demonstrate: all over the past years, the dynamics of the value of notarial actions has significantly lagged behind the growth rate of consumer prices in the country. This year, the trend remains, which again emphasizes the social orientation of notaries and consolidate the status of the most affordable lawyer for the population for the notary.

The notarial tariff index, according to the methodology used by Rosstat for the consumer price index, laid the final cost of notarial actions in 2020-2025 and the number of appeals for them in the selected periods. The basis for the calculation was socially significant notarial actions: the power of attorney from individuals, evidence of the authenticity of the individual’s signature and marital consent to the transaction. Additionally, the index also took into account widely popular notarial actions, such as the alimony agreement and the marriage contract.
