Experts proposed creating a commission under the government that will monitor housing prices and analyze their dynamics, writes Rossiyskaya Gazeta. It is assumed that the commission will determine the reason for the increase in the cost of housing and offer measures that restrain the increase in prices. The initiative was discussed during the Siberian Construction Week in February.
Housing prices have grown markedly in recent years. Experts associate this with an increase in the cost of construction, high demand for housing during the period of mass preferential mortgage, as well as with the growing appetites of developers.
According to the participants in the discussion, the real estate market needs a systemic analysis of pricing. Experts emphasized that the final consumer should primarily affect the formation of the cost of the “square” of housing. They believe that the rise in the cost of building materials is not the main reason for increasing housing prices. Raising prices is due to “other costs” and other factors.
The share of construction costs in the cost of the «square» by 2024 decreased to 27%. At the same time, the share of “other costs” and the profit of developers reached 54%. Evgeny Vysotsky, Executive Director of the Analytical Company, emphasizes that the expenses of the category “other” are opaque, developers do not seek to share these data.
The creation of an interdepartmental commission for housing prices will identify the reasons for the rise in price of new buildings, quickly respond to economic changes, prevent serious price fluctuations and prepare targeted corrective measures, the authors of the initiative said. The resolution with this proposal was sent to representatives of the Ministry of Industry and Trade, Rosstat, FAS, Rosstandart and other federal departments.
The commission will include representatives of specialized ministries and departments, members of the Public Chamber, representatives of the State Duma, the scientific community and the media, industry unions and associations.
