Russians will be additionally protected from debt collectors in case of debts for housing and communal services
From May, collectors will be prohibited from transferring debts for housing and communal services of citizens living in apartments under a social tenancy agreement.
It is no longer possible for management companies, owner’s associations, housing cooperatives, resource supply organizations and regional MSW management operators to involve collectors in the collection of debts for housing and communal services.
Under the new law, this list will also include social housing landlords. If they try to sell utility debts to collectors, the transaction will be considered void.
Owners of plots in SNT will be able to supply gas to them for free
Owners of plots in horticultural non-profit partnerships (SNT) will be able to supply gas to them for free from May.
According to the changes, gas networks will be laid free of charge to the boundaries of land plots in SNT located within the boundaries of gasified settlements. Title documents must be drawn up for home ownership and land.
An application for connection can be submitted by both the owner of the house with the plot and the chairman of the SNT. In this case, the decision on additional gasification must be made by the general meeting of members of the partnership. Its protocol must be attached to the application.
The deadline for filing a declaration of income from the sale of housing or its rental is ending
Residents of Russia need to submit a declaration of income (3-NDFL) received from the sale or rental of real estate to calculate the tax until May 2, 2024 inclusive.
This does not apply to those who submit 3-NDFL to receive a tax deduction.
Let us remind you that the form of the 3-NDFL declaration has changed, and the report on the old form will not be accepted. You can download the current sample on the website of the Federal Tax Service.
Those who sold housing or land for less than 1 million rubles do not need to submit a tax return; sold a garage or parking space for less than 250 thousand rubles; families with two or more children who received income from housing sold in 2023.
When renting out housing, only those who are not registered as self-employed must submit a declaration.
The taxes themselves must be paid by July 15, 2024.
