Explanations from experts: innovations in the MTPL market in 2024

One of the main innovations expected by the end of this year in compulsory motor liability insurance is a single Russian-Belarusian policy. The planned launch date of the project is October 1, 2024. Evgeniy Vasiliev, Director for Insurance Methodology of the Russian Union of Auto Insurers (RUA), spoke about this. At the moment the project is at a high stage of readiness. In particular, RSA and the Belarusian Bureau of Transport Insurance have developed the Rules of the Union State insurance system. To launch this project, it is necessary to amend the Law on Compulsory Motor Liability Insurance. The development of the new document is being carried out by the Russian Ministry of Finance with the active participation of RSA.

In addition, the necessary information and technical base is being created that will allow the exchange of data on the availability of insurance within the Union State between Moscow and Minsk.

Tariffs for a general MTPL policy will be set depending on national regulations. In other words, if a Russian motorist takes out unified insurance, then the cost of the policy will be calculated according to the tariffs and rules of the Russian OSAGO agreement. But drivers in Belarus will buy such a policy at the car insurance rates in force in their country.

As for Kazakhstan and other EAEU countries, the issue of their joining the Blue Card insurance system, designed to replace the old Green Card, which is currently inaccessible to Russians and Belarusians due to sanctions, is being considered.

Another innovation this year is the unified information system AIS “Insurance”. It started working in Russia on April 1. So far, Russians on the Gosuslug portal only have access to information about their compulsory motor vehicle policies. But in the future, the system will combine data on different types of insurance. Since the project was launched recently, it takes time to debug its operation. That is why, until October 1, the AIS MTPL and the new system will operate in parallel. After this date, AIS OSAGO will cease to be a separate resource and will become an integral part of the global AIS “Insurance”.

According to Nikolai Galushin, General Director of National Insurance Information System JSC (NSIS), the main goal of the innovation is to protect the interests of users:

Insurance is becoming more transparent, and information about it is becoming more accessible. This indirectly affects the level of insurance fraud; it will naturally decrease, since on one site it will be possible to see a number of characteristics that indicate signs of insurance fraud. For example, if the same pair of cars regularly gets into accidents.

The electronic claims settlement system is also being improved. The popularity of this service is constantly growing. Thus, according to Evgeniy Vasiliev, about 1.5 thousand applications received online are now resolved per month. From July last year, when the service was launched, to April 12 this year, 8,384 such claims were settled.

In addition, this year it is planned to launch a system for checking the availability of compulsory motor liability insurance policies automatically using traffic cameras. It is assumed that fines for the absence of a “motor citizen” will be sent out once a day. In this case, not all car owners will be subject to inspection, but only traffic violations. According to RSA forecasts, up to 70 thousand violators without compulsory motor liability insurance will be identified every day throughout the country. The launch of a system for photographing cars without insurance policies will reduce the number of drivers who do not buy a “car license” because of “savings,” the head of the RSA, Evgeny Ufimtsev, is sure. This will help reduce the number of cases when conscientious drivers have to sue drivers without compulsory motor insurance in order to receive funds from them to repair their car. Often this not only takes a lot of time, but also does not always lead to the desired result, especially if the culprit of the accident is de jure unemployed and has no property.

RSA is also finalizing the preparation of proposals that involve the introduction of a three-tier payment system in MTPL, instead of the current two-tier system. The essence of the initiative is that if the insurer does not have a service station (STS) that agrees to repair your car under compulsory motor liability insurance, or all stations refuse to enter into such an agreement, the consumer can offer his own station. She must agree to repair the car in accordance with the unified restoration repair methodology and price guides for it. Then the insurer will pay for repairs without taking into account wear and tear of parts. Thus, motorists “will have a new option that will be beneficial for increasing the volume of repairs specifically for OSAGO, – says Evgeny Ufimtsev.

Meanwhile, the Government supported a bill that increases insurance compensation under compulsory motor liability insurance from 100 to 200 thousand rubles when a European protocol is drawn up without the consent of the parties. Now, if drivers cannot agree on which of them is at fault, the maximum payment for repairs is limited to a threshold of 100 thousand rubles. The same conditions apply if photographic recording is not carried out on site. The draft amendments to the law on compulsory motor liability insurance proposes to increase this limit to 200 thousand rubles.

RCA generally supports the need to develop and popularize the Europrotocol. But at the same time, it warns that an increase in the payment limit may provoke an increase in fraud if there are no tools for monitoring objective information about road accidents. In particular, it is proposed to facilitate insurers’ access to data from road surveillance cameras, photo and video surveillance, and other information about the situation on the road (in the future, to “smart road” data).
