The suspect wanted to flee the country. He was detained with plane tickets at the airport.
Employees of the Department of Economic Security and Anti-Corruption of the Ministry of Internal Affairs of Russia in Yalta, together with colleagues from the Republican Prosecutor’s Office, as a result of operational investigative activities, established involvement in the commission of a crime in the field of theft of budget funds on an especially large scale.
It was established that the 42-year-old general director of one of the organizations in the field of architecture, engineering surveys and the provision of technical advice in these areas in the period from 2022 to 2023, exceeding his official powers, in the execution of a municipal contract concluded with the Capital Construction Department of the Yalta City Administration for execution of construction and installation work on an educational facility in the city of Yalta, knowing for certain that the work performed specified in the acts did not correspond to reality, signed acts of acceptance of the work performed containing deliberately false information regarding their volume and cost.
After this, on the basis of these acts, without performing the full scope of construction and installation work at the site, work worth more than 76 million rubles was unreasonably accepted and paid for— the Ministry of Internal Affairs of the Republic of Crimea gave details.
According to the expert study report, the cost of the work not actually completed is about 41.5 million rubles.
The company’s general director has been arrested. The Investigative Committee announced the initiation of a criminal case under paragraphs. “c, d, e” part 3 art. 286 of the Criminal Code of the Russian Federation (“exceeding official powers as part of a group of persons by prior conspiracy with the infliction of grave consequences due to other personal interests”).

As a result of the crime, major renovations to the school were not completed before the start of the school year. Municipal authorities were forced to transfer students to other institutions located at a distance from the children’s place of residence, and significant material damage was caused to the budget system of the Republic of Crimea,” noted the Sledkom.
The defendant was detained at the Sochi airport while trying to fly to a foreign country, where he planned to hide from law enforcement agencies. The investigator petitioned the court for his arrest. As a result, the accused was chosen as a preventive measure in the form of detention.
During interrogation, he fully admitted his guilt in the crime committed. During searches at the company’s office, documentation of interest to investigative authorities was seized. All the circumstances of the crime are established, appropriate examinations are ordered, and a wide range of people are interrogated. The investigation will also provide a legal assessment of the actions of subcontractors.
