Families with many children in Crimea are provided with compensation for the purchase of a school uniform

The Department of Social Policy of the Administration of the city of Yalta of the Republic of Crimea informs that in accordance with the Law of the Republic of Crimea of ​​August 13, 2019 629-ЗРК/2019 “On Amendments to the Law of the Republic of Crimea “On Social Support for Large Families in the Republic of Crimea”, a measure of social support in the form monetary compensation is provided for the purchase of school uniforms for children from large families studying in organizations that carry out educational activities in the main general education programs for full-time education located on the territory of the Republic of Crimea (hereinafter referred to as compensation).

In order to implement this law, the following concepts are applied:

• school uniform for girls and girls (items of clothing): a school suit, a school uniform for specialized classes, established by the relevant local regulatory act of an organization carrying out educational activities in basic general education programs, a skirt, a sundress (dress), trousers, a jacket (jacket, cardigan) , vest, jumper (jacket, sweater, pullover), blouse (shirt), golf (turtleneck), apron, accessory (tie, waist belt).
• school uniform for boys and young men (clothes): school suit, school uniform for specialized classes, established by the relevant local regulatory act of the organization carrying out educational activities on basic general education programs, trousers, jacket, vest, jumper (jacket, sweater, pullover), shirt (shirt), golf (turtleneck), accessory (tie, waist belt).

Large families with an average per capita income below two living wages per capita in the Republic of Crimea at the time of application are entitled to compensation.

Compensation is provided for each born, adopted, taken under guardianship (guardianship) of a child in a large family, studying in an organization that carries out educational activities in basic general education programs for full-time education, located on the territory of the Republic of Crimea.

To assign compensation, the applicant, within the period from August 1 to November 1 of the current year, submits an application in the form in accordance with Appendix 1 to this Procedure to the labor and social protection authority at the place of residence or place of residence of the recipient (hereinafter referred to as the labor and social protection authority), directly or through multifunctional center for the provision of state and municipal services. The application can be sent in the form of an electronic document using the state information system «Portal of State and Municipal Services of the Republic of Crimea».

The following documents are attached to the application:

• a copy of the passport or identity document of the applicant and confirming his place of residence or place of stay on the territory of the Republic of Crimea;
• a copy of the certificate of a large family of the established form, issued by the executive body of state power of the Republic of Crimea in the field of education;
• information on the income of all family members for the last three calendar months preceding the month in which the application for compensation was submitted;
• details of the applicant’s personal account opened with a credit institution (in the case of transferring compensation to the applicant’s personal account);
• documents confirming the purchase of a school uniform: sales receipts (indicating the name of the product, its cost and the seal of the seller) and (or) cash receipts; approved forms of strict reporting, equated to cashier’s checks;
• certificate from the place of study for persons aged 18 to 23 who are full-time students in basic general education programs, professional educational programs and (or) vocational training programs in the professions of workers, positions of employees at the expense of the budgetary allocations of the federal budget, the budgets of the constituent entities of the Russian Federation Federation or local budgets (for inclusion in the family when determining the average per capita total family income).

If a child is placed under guardianship (guardianship), a copy of the order (decree) on the establishment of guardianship (guardianship) is additionally provided.

The documents are attached to the application in copies with the presentation of the originals for review.

If the application is submitted in electronic form, the applicant must provide the originals (copies) of documents (information) , the need to provide which is indicated in the application registered by the labor and social protection authority. The applicant’s failure to submit the originals (copies) of the documents (information) specified in the application is grounds for refusing to award compensation.

Compensation is provided once in a calendar year and not more than once in an academic year. Compensation is established in the amount of expenses incurred for the purchase of a school uniform (for each child, no more than two pieces of each item of clothing), but not more than 30 percent of the subsistence minimum for children established by the Council of Ministers of the Republic of Crimea for the previous financial year.

Decree of the Administration of the city of Yalta dated April 22, 2021 No. 1040-p “On Approval of the Procedure for the Implementation of the Municipal Program “On Additional Measures of Social Support for Certain Categories of Citizens of the Municipal Formation of the City District of Yalta of the Republic of Crimea” provides for a measure of social support in the form of material assistance for the acquisition of sports uniforms and sportswear shoes. Financial assistance is provided in the amount of 50 percent of the subsistence minimum for children, established by a resolution of the Council of Ministers of the Republic of Crimea for the previous financial year.

Large families specified in paragraph 1 of part 1 of article 2 Law of the Republic of Crimea dated December 17, 2014 N 39-ZRK/2014 «On social support for large families in the Republic of Crimea».

For the purpose of financial assistance, the applicant submits an application in the form in accordance with Appendix 24 to this Procedure within the period from August 1 to November 20 of the current year.

The following documents are attached to the application:

• a copy of the identity document of the applicant (passport or other document);
• copies of documents proving the identity and confirming the authority of the representative;
• copies of birth certificates for children under the age of 14;
• copies of documents proving the identity of children who have reached the age of 14 years;
• a copy of the certificate of a large family of the established form,
• a copy of the decision on the establishment of guardianship (guardianship) (in relation to children under guardianship (guardianship) (in the absence of appropriate information at the disposal of the Department)
