Federal Notary Chamber: registering an apartment through a notary takes 11.5 hours

CrimeaPRESS reports:

The Federal Chamber of Notaries reported that the average time for registering rights to real estate using notarial documents received electronically is 11 hours 24 minutes. For comparison, in the case of submitting documents through the MFC, the registration procedure can take up to nine working days.

The notary’s office becomes virtually the only place for the applicant that he must visit in order to resolve all issues regarding a real estate transaction, — reported the FNP. — Thanks to the connection of the Unified Notary Information System to the interdepartmental electronic interaction system, each notary requests the information necessary for verification electronically, without leaving his workplace.

According to experts, in practice, requests to the necessary registers in most cases are sent even before the parties to the transaction visit the notary’s office. Responses via digital channels come quickly — usually within one day.

Last year, notaries reportedly filed approximately 4.5 million property registration applications. And over the past five years — more than 18 million. These include appeals within the framework of real estate purchase and sale transactions.

The ability to shift the issue of registering property rights onto the shoulders of a notary is a significant “bonus” of a transaction in notarial form,” the FNP emphasizes. — According to the law, the notary himself sends all the necessary documents to Rosreestr in electronic form directly on the day of certification of the transaction. This does not require any additional effort or financial costs from applicants.

Let us also recall that this year a law came into force prohibiting the publication of the names of property owners in the public domain. An outsider can obtain this information either through the owner of the property or with the help of a notary — subject to certain requirements. You can request information about the owners of real estate through a notary in certain cases. They are specified in the law. For example, if a person has grounds to sue a property owner. Let’s say, because he flooded the neighbors.
