Fines for ticketless travel have been tightened in Crimea

To reduce the number of violations in the field of payment for passenger transportation, the State Council of the Republic of Crimea supported the amendments introduced by the Head of Crimea Sergei Aksyonov to Articles 5.1 and 9.1 of the subject law “On Administrative Offenses in the Republic of Crimea.” The bill, aimed at clarifying the elements of the administrative offense provided for in Article 5.1 “Ticket-free travel,” was adopted in two readings at the session meeting on April 18, 2024.

Currently, on the territory of the Republic there are up to 40 categories of citizens entitled to a measure of social support for preferential travel. There is also a procedure for compensation by local government bodies of municipalities in the republic of lost income to legal entities and individual entrepreneurs providing passenger transportation services for social support measures actually provided to citizens on preferential travel, in accordance with which compensation is provided to transport enterprises for the services provided,” recalled Chairman of the State Council of the Republic of Crimea Vladimir Konstantinov.

The adopted changes to the law tighten penalties for persons who evade the obligation to pay for travel and baggage.

In particular, penalties are imposed for:

1) violation of the procedure for confirmation by a passenger of the fact of payment for travel, transportation of children traveling with him, as well as the procedure for confirmation by a passenger of the right to free or discounted travel when traveling on regular transportation routes in the form of a fine in the amount of 1000 to 1500 rubles (for repeated commission of this violations — in the amount of 2000 to 2500 rubles);

2) violation of the procedure for confirming by the passenger the fact of payment for the carriage of baggage, carriage of hand luggage in excess of the established norm for free carriage of hand luggage — a fine in the amount of 500 to 1,000 rubles (for repeated commission of this violation — in the amount of 1,500 to 2,500 rubles).

The bill also provides for vesting officials of the executive and administrative body of the municipal formation of the Republic of Crimea, who, in accordance with the law, are the organizers of municipal regular transportation routes, with the authority to draw up protocols on these administrative offenses.
