First session of the State Council of the Republic of Crimea. Results of the meeting

On October 22, a meeting of the first session of the State Council of the Republic of Crimea was held under the chairmanship of the head of the Crimean parliament, Vladimir Konstantinov. The agenda included 46 issues.
Within «Government Hour» with information on the readiness of facilities and life support services of the Republic of Crimea for operation in the autumn-winter period of 2024–2025. The Minister of Housing and Communal Services of the Republic of Crimea Zakhar Shcheglenko and the Chairman of the profile Committee Oksana Satsik spoke.
Deputy Chairman of the Council of Ministers of the Republic of Crimea — Minister of Finance of the Republic of Crimea Irina Kiviko presented projects on amendments to the laws “On the property tax of organizations”, “On the tax on gambling business”, “On establishing the tax rate paid when applying the simplified taxation system in the territory of the Republic of Crimea” and “On establishing standards for deductions to local budgets from certain federal taxes and fees, including taxes provided for by special tax regimes, regional taxes and non-tax revenues subject to credit to the budget of the Republic of Crimea.”
Further, the deputies supported amendments to the Law of the Republic of Crimea “On the organization and provision of recreation for children and their health in the Republic of Crimea”, which vests the Council of Ministers of the Republic of Crimea with the authority to establish the average cost of a voucher and a set of food products not only in a day camp, but also in a children’s camp work and rest at the expense of the municipal budget.
Parliament also approved a bill on amendments to the Law of the Republic of Crimea “On determining the limits of notarial districts and the number of notary positions in notarial districts within the borders of the territory of the Republic of Crimea”, reducing the number of notary positions in the Simferopol city notary district of the Republic of Crimea by one to 60 positions.
Deputies supported the appointment of Sergei Yurchenko for the term of office of the State Council of the Republic of Crimea of the third convocation for position of Chairman of the Committee for the State Prize of the Republic of Crimeaas well as Svetlana Savchenko on position of Commissioner for Children’s Rights in the Republic of Kazakhstan. The election was also approved Deputy Chairmen of the Committees of the State Council of the Republic of Kazakhstan.
During the meeting, the parliament approved the Regulations on the committees of the State Council of the Republic of Crimea, which will allow organizing their work for preliminary consideration and preparation of issues in the main areas of activity, monitoring the implementation of the Laws of the Republic of Crimea and regulatory legal acts of the State Council of the Republic of Crimea. Issues of management and samples of committee forms were also approved.
In addition, parliament voted for creation of a Commission for compliance with the Rules of Ethics of a Deputy of the State Council of RussiaK, and also for changes to the Resolution “On approval of the rules of ethics of a deputy of the State Council of the Republic of Crimea.”
The Minister of Property and Land Relations of the Republic of Crimea Larisa Kulinich presented for approval by deputies the Forecast Plan for the privatization of property owned by the Republic of Crimea for 2025.
In addition, the deputies supported 10 federal laws, and also agreed on a block of resolutions on property and land issues and amendments to the Resolution of the State Council of the Republic of Crimea “On Issues of Property Management of the Republic of Crimea.”
In particular, the composition of previously nationalized property of citizens and states committing unfriendly actions towards Russia has been clarified. The list of objects related to PJSC «Ukrsotsbank», JSC «International Children’s Medical Center «Chaika», LLC «KARAKASH AGRO», JSC «Pribrezhny Boarding House», as well as the property of citizen Evgeniy Petrovich Ermakov, a Ukrainian businessman, co-owner of a large retail chain, has been specified. Work to identify the assets of criminals supporting the terrorist Kiev regime in Crimea continues– noted the Chairman of the State Council of the Republic of Crimea Vladimir Konstantinov.
