From September 1, pharmacies will no longer be able to sell medicines subject to subject-quantitative accounting without prescriptions. This decision of the Cabinet comes into force on the first day of autumn. What else will change in the work of pharmacists, understood «Parliamentary newspaper».

Recipes under the account

From September 1, changes to the Cabinet of Ministers resolution on the system for monitoring the movement of medicines for medical use will come into force in Russia. The new rules adjust how certain prescription drugs are sold. When dispensing such medicines, the pharmacy will provide prescription details to the monitoring system — date, number and series.

Information has already appeared in some media that the innovation will affect all prescription drugs. However, as the press service of Roszdravnadzor explained, this is not so. We are talking only about drugs that are subject to subject-quantitative accounting, subsidized drugs dispensed with full or partial compensation of the price by the state, and cases of remote sale of prescription drugs.

In other cases, there will be no changes in the rules for withdrawing drugs from circulation in the labeling system when dispensed through the pharmacy network— the press service of TASS cited the information.

Today in Russia, pharmaceutical substances and preparations containing, among other things, narcotic, psychotropic substances and their precursors, potent and poisonous substances are subject to quantitative accounting.

It is high time

The fact that it is necessary to control the sale of prescription drugs subject to subject-quantitative accounting is necessary, parliamentarians have said more than once. Now in Russia, only 30 percent of registered drugs can be sold without a prescription, the remaining 70 — with official confirmation of a doctor’s prescription. However, pharmacists often neglect this rule. Over the past five years, cases where a pharmacy does not require a prescription have increased by 22 percent, Senator Irina Rukavishnikova told Parliamentary Newspaper.

Over time, with uncontrolled use of antibiotics, their effectiveness decreases, Vladimir Krugly specified. The human body adapts to drugs that may not have been necessary, and then, when really needed, the drugs no longer work.

Own production

Since autumn, pharmacies that have the appropriate license will be allowed not only to sell, but also to manufacture medicines. This law comes into force on 1 September. Russians will be able to buy medicines made to their individual needs with a doctor’s prescription. These are not only lotions, creams, suppositories and emulsions, but also off-label drugs — drugs with a reduced dosage, which are needed, for example, for children with low body weight. It will also become possible to produce a medicine for the patient that is guaranteed not to cause allergies in him.

One of the authors of the law on the revival of production in pharmacies, State Duma deputy, Doctor of Medical Sciences Airat Farrakhov noted that 30,000 industrial pharmacies are now operating in the United States. In Russia, according to Roszdravnadzor, there are only 1378 licenses for pharmacy production in the register.

Our task was to understand whether Russian pharmacies produce something. As a result, the conclusions are disappointing. Over 500 pharmacies are licensed but produce absolutely nothing. 643 pharmacies produce, but in limited quantitiesthe deputy explained.

In the manufacture of medicines, pharmacies licensed for pharmaceutical activities are allowed to use drugs or substances included in the relevant state registers and the Unified Register of Registered Medicines of the Eurasian Economic Union. At the same time, it is impossible to manufacture drugs already registered in Russia.

Dietary supplements will be marked

From September 1, labeling of biologically active additives will begin in Russia. It will be introduced in phases over two years. First, market participants must submit an application to the state information monitoring system for their registration in this resource starting from September 1. Starting from October 1, it is necessary to apply identification means on consumer packaging of dietary supplements. From March 1, 2024, information on the withdrawal of dietary supplements from circulation must be entered into the information system, from May 1, 2024, all market participants must provide information on the turnover of dietary supplements.
