Over the past 3.5 years, specialists of the State Committee on State Registration and Cadastra of the Republic of Crimea entered into the Unified State Register of Real Estate (USRN) information on more than 43 thousand copyright holders of previously taken into account real estate located in the Republic of Crimea. This work, we recall, has been carried out by local authorities from mid-2021 as part of the implementation of Federal Law No. 518-FZ.
Municipalities work with lists of capital property and land plots that are not re -formed under Russian laws. The initial list for the city and district administrations of the region totaled about 1.7 million objects without rights and at present the local authorities remained to analyze the information regarding another 827,000 objects. Thus, more than half of the intended path has been completed and it was 2024 that turned out to be a record in terms of the number of objects worked by administrations (over 500 thousand).
“In fact, each object is studied in the list. A variety of aspects are checked: for example, whether the capital object exists in nature or it has long been demolished, it turns out who is indicated by archival documents as its copyright holder and whether it is possible to identify his personality, and irrelevant duplicate information is also found after the abstraction of the archival land conducted in 2016-2017 documentation and materials of the BTI. Draft decisions are being prepared and sent to potential owners for «coordination». If a person does not own the property contained in the list, he can provide reasonable objections And information about him will not appear in the USRN as an owner. Accordingly, it will not be unlawful for him to receive property or land tax, ”said Anna Anyukhina, deputy chairman of the Council of Ministers of the Republic of Crimea.
If it is confirmed that a citizen owns real estate in the Crimea and simply in no hurry to register it in the legal field of the Russian Federation, then information about it will be entered into the USRN on the basis of 518-ФЗ. In this case, this procedure not state registration of ownership. In the interests of citizens — to apply for the registration of rights to the multifunctional centers «My Documents», since their real estate will sooner or later replenish the tax base. However, the fact of state registration gives the owner a guarantee of the protection of his property by the state than the old papers stored in the cabinet. In addition, at the moment, the state duty is not charged for registration of previously emerging rights.
