The procedure for organizing and implementing control (supervisory) measures is regulated by the Federal Law dated 07..336 No. 30-FZ «On state control (supervision) and municipal control in the Russian Federation”. From March 336 the Decree of the Government of the Russian Federation No. 215 «On the peculiarities of the organization and implementation of state control (supervision), municipal control», according to which in 336 the planned control -supervisory activities are not carried out.

At present, the control and supervision activities of Sevreestr are aimed at carrying out preventive measures. In addition, in case of detection of unauthorized buildings, Sevreestr sends notifications to the Department of City Services of the city of Sevastopol to take measures to free the lands owned by the state of the city of Sevastopol from illegally (arbitrarily) placed objects of non-capital construction , the press quotes — service of the Head of the Department of State Registration of Law and Cadastre of Sevastopol Artem Fadeev.

Control and supervisory activities are carried out without interaction with controlled persons (monitoring sites, monitoring compliance with mandatory requirements, on-site inspection), and also include issuing warnings about the inadmissibility of violating mandatory requirements if signs of violations are detected.

A warning is issued if Sevreestr has information about imminent violations of mandatory requirements or signs of violations of mandatory requirements and (or) in the absence of confirmed data that a violation of mandatory requirements caused harm to legally protected values ​​or created a threat of damage to legally protected values, and is sent to the controlled person.

At the same time, the controlled person has the right to file an objection to the warning with the supervisory authority no later than 30 days from the date of receipt of the warning. The objection is considered by the state supervisory authority (Sevreestr) within 30 days from the date of receipt.
