For the transfer of bank cards, fraudsters will be punished. How?

The Russian government has introduced a bill to the State Duma, which introduces criminal punishment for the so -called dropper — citizens who, for a small reward, allow scammers to use their personal banking accounts. Or remove funds from ATMs on the instructions of the swindlers.
The Chairman of the State Duma Vyacheslav Volodin has already sent a document to the State Duma Committee on State Construction and Legislation.
The developed measures will complement the system of norms aimed at counteracting cyber abusions acting through a chain of accomplices. Such a decision will limit criminals in the possibilities of cashing the stolen money. This will allow more effectively protecting citizens and their funds— explained Vyacheslav Volodin.
He emphasized that the project is planned to be considered in priority. According to the explanatory note, according to the results of 2024, 485 thousand thefts and various types of fraud committed using distance technologies were recorded. In 2023, 470 thousand such crimes were registered. At the same time, the amount of damage in criminal cases of “distance theft” is growing and amounted to 197.5 billion rubles in 2024.
Ordinary citizens often come to the aid of fraudsters, often young people who give their cards to the swindlers.
The Chairman of the Board of the Association of Russian Lawyers, Vladimir Gruzdev, noted that in fact, a gray market of electronic means of payment is operating on the territory of our country. “Citizens make out cards and sell them to fraudsters, this allows attackers to withdraw funds stolen from their victims,” he explained. According to him, the cost of a bank card is for scammers from 15 thousand to 30 thousand rubles. The average period of use of electronic payment funds provided to criminals is from two to five days. In addition to the practice of selling bank cards, the services of cashing of criminal proceeds by persons who are not involved in remote fraud, but helping criminals get money are common.
Formally, citizens selling cards have no intent to steal other people’s funds. But in general, their actions are unlawful. In this regard, it is proposed to supplement the Criminal Code with the norms providing for the punishment for the sale of bank cards— said the chairman of the board Ayur.
Vladimir Gruzdev added that the maximum sanction provided for by the project for transferring for money to criminals of his bank card is up to three years in prison. However, the courts will have the opportunity to impose alternative punishments, for example, a fine of 100 thousand to 300 thousand rubles. The same punishment is provided for customers of banks who themselves perform illegal operations, for example, they cash out funds or make transfers for a fee.
The targeted registration of a bank card in order to transfer it to fraudsters will be punished stricter, the maximum punishment is up to six years in prison with a large fine.
In turn, the official representative of the Ministry of Internal Affairs of Russia, Irina Volk, said that recently the number of facts of use by criminals of bank cards has significantly decreased due to systemic work on blocking money in the brace accounts. In addition, all damage caused by scammers is often collected from the owners of dummies.

The general director of the White Internet ANO, a member of the Presidential Council for the Development of Civil Society and Human Rights, Elina Sidorenko told RG that a third of all crimes in the country — more than 35 percent — is committed using information computer technology. According to her, in general, measures taken by the state are not only about this project, but also about the already adopted legislative changes — not just a set of prohibitions. They form an ecosystem for the protection of citizens.
