Forecast: in which regions will spare parts be cheaper, and how will this affect compulsory motor insurance?

The Central Bank of the Russian Federation proposed changing the Unified Methodology for calculating the cost of spare parts. The changes will consist of expanding the list of base regions in the preparation by the Russian Union of Auto Insurers (RUA) of directories of the average cost of spare parts, materials and standard hours of work.

Vladimir Barshev, a columnist for the security and legal department of Rossiyskaya Gazeta, believes that the Bank of Russia’s proposal is promising.

Indeed, why is the cost of spare parts calculated only in Moscow and the Moscow region? Firstly, in these regions the price of components is already too high, since consumer demand and the number of cars are greater here. Secondly, given that after the introduction of sanctions, most spare parts come to us through China, the logistics component greatly increases the cost. It will be much cheaper to deliver this or that cargo from China to Primorye, Khabarovsk Territory or Novosibirsk Region. So spare parts for the most common foreign cars in these territories will cost less than at the moment in Moscow, — he says.

RSA notes that those spare parts that are most often required for repairs in the Far East, where right-hand drive cars are widespread, are usually 10–16% more expensive compared to Moscow. But if we take into account the cost of components according to price lists, for example, in the Primorsky Territory for brands that are relevant to the region, then the cost will be 15–20% less than the prices in the RSA Directories dated September 19 of this year.

Vladimir Barshev also noted that if changes to the Unified Methodology for calculating the cost of spare parts are adopted, then in some regions, payments under compulsory motor liability insurance will decrease on par with the average premium. But, as the RG columnist clarifies, vehicle owners, having received a payment from the insurance company, often do not carry out repairs.

You can drive with a scratch on the body or a broken bumper. So the new pricing policy will not affect most drivers. Thus, the Bank of Russia simply decided to update payments under compulsory motor liability insurance in the regions. After all, compulsory motor liability insurance is, first of all, compensation for damage, — says the auto expert.

However, as RSA President Evgeniy Ufimtsev commented on the situation, changes are necessary to ensure that the cost of spare parts and, accordingly, the average premium for compulsory motor insurance in a particular region are fair. According to him, it is necessary to take into account the time of transportation of components across the country — their delivery should not differ from delivery to Moscow by more than 7 days.

At the same time, Evgeny Ufimtsev clarified that it will take time to revise the methodology.

In order for changes to be introduced at a high level, detailed development of the software is necessary. I think it will take about three months to implement it, so when the Central Bank’s proposal is accepted, the new rules will most likely come into force within 90 daysnotes the expert.

Vladimir Barshev, in turn, indicated that it is too early to make further forecasts regarding the spare parts market. Let us recall that their average cost has decreased by 9.3% since September 2022 after the crisis, when the price of components as a whole increased by 27% at the end of last year. However, due to the volatility of exchange rates, the cost of auto parts, according to the RSA forecast, may increase by 15% by December.

The exchange rate is very unstable, and spare parts for foreign cars are not purchased for rubles. However, now new connections are being developed, new logistics routes are being laid, and business is not standing still, so more spare parts will be imported to Russiahe said.

RSA views these changes as a prospect for further positive development of the compulsory motor third party liability insurance market.
