Former acting officer detained Deputy Governor of Sevastopol — upon receiving a bribe

Investigators, as part of an operational development, caught the former acting officer red-handed. Deputy Governor of Sevastopol Evgeny Gorlov upon receiving a bribe of 6 million rubles, which he demanded from a representative of Sevastopolgaz (transferred to state ownership of the region — TASS note). As stated in the case materials that I have read TASSGorlov’s friend Maxim Larin acted as an intermediary in the transfer of money; he and the ex-official admitted guilt during interrogation.

Gorlov was detained in August 2024 while receiving 6 million rubles from Larin. He was charged with committing a crime under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (receiving a bribe on an especially large scale). Larin has been charged with mediation in bribery. They admitted guiltthe documents say.

The criminal case was initiated on August 25, 2024 in the main investigative department of the Investigative Committee of the Russian Federation. The Basmanny Court of Moscow has chosen a preventive measure for the former official in the form of arrest until the end of October.

According to the case materials, at the end of 2023, the official systematically decided to receive an “increase” in salary from a representative of Sevastopolgaz PJSC and Digital Technologies LLC for general patronage. Entrepreneur Maxim Larin agreed to act as a mediator. According to investigators, Gorlov demanded that the businessman give him, through Larin, 1 million rubles every month from December 2023 for assistance in ensuring timely payment and repayment of debt under concluded contracts with subordinate institutions, as well as for general patronage in the service. Later, according to the investigation, Gorlov demanded that the victim give him a bribe in the amount of 6 million rubles in six months. After this, at the beginning of August 2024, the man contacted the Russian FSB Directorate for the Republic of Crimea and the city of Sevastopol. First, Larin was detained and given 6 million rubles for Gorlov. Larin’s further actions were carried out under the control of law enforcement officers. At the time of receiving the money, the official was detained.

Gorlov served as acting deputy governor of Sevastopol from January 10, 2023 to August 5, 2024. He oversaw the spheres of housing and communal services and environmental management. On August 6, the governor of Sevastopol, Mikhail Razvozhaev, announced that Gorlov had been fired. At the same time, the head of the city declared the inadmissibility of corruption.
