Indexation of pensions for non-working pensioners from March 1, 2024.

Every year in Russia, cash payments are indexed in accordance with the projected increase in prices for food, as well as non-food goods and services used by Russians, and it is carried out in several stages.

In November 2023, Russian President Vladimir Putin approved a law on indexing pension payments to non-working pensioners by 7.5% (Federal Law No. 540 of November 27, 2023). According to it, in 2024 the amount of the insurance part of the pension of non-working citizens will increase by 1,572 rubles. Pension payments will increase in 2024 for more than 32.6 million unemployed senior citizens, including military retirees who receive both state pension payments and old-age insurance. Payments are recalculated automatically, so there is no need to contact the Social Fund of Russia (SFR).

Increasing pensions for Russians over 80 years of age and group I disabled people.

When a pensioner turns 80, his pension increases by doubling the fixed payment to the insurance part of the pension. This payment does not depend on insurance premiums, length of service and the number of pension points.

In March 2024, Russians who turned 80 in February will receive a double fixed payment to the old-age insurance pension — 16,269.76 rubles. The age allowance is established for citizens in the month they turn 80 years old, and can be received from the next month. The payment will be made to the pension account automatically.

Group I disabled people can receive the same additional payment. They are entitled to a double fixed payment to the disability insurance pension. It is worth considering that if a pensioner is a disabled person of group I over the age of 80, then he will be able to receive an increase only according to one criterion — for age or disability.

Group I disabled people include people who have completely lost the ability to work. These are people who have been disabled since childhood or people with congenital diseases, as well as those who have been seriously injured, losing their ability to work and the ability to take care of themselves. These could be people who have had both legs or arms amputated, as well as citizens who have lost their sight or hearing for any reason.

From 2022, a disability pension is assigned automatically — based on the results of a medical and social examination (MSE). If the status of a disabled person is officially confirmed, then no documents need to be provided. Employees of the ITU bureau themselves will transfer the information to the Social Fund (SFR) and enter it into the Federal Register of Disabled Persons (FSIS FRI). Pension payments will be assigned within five working days from the moment the SFR receives information about recognizing a citizen as disabled.

Pension indexation schedule in 2024.

From April 1, the SFR will index the size of social pensions. Payments will be increased in proportion to the inflation rate — by 7.5%. This will affect more than 3.4 million social pension recipients in the country. The average social pension is usually lower than the insurance pension, so in 2024 it will be approximately 13,455 rubles.

Social pensions can be received by those people who are unable to provide for themselves. It is assigned for disability, loss of a breadwinner, or old age, if the citizen has not accumulated sufficient length of service and the number of pension points to receive insurance payments.

In April, the pensions of disabled children and group I disabled children since childhood will be increased by 1,392 and 1,403 rubles, respectively. Social payments for these categories will be 19,948 and 20,110 rubles.

The size of the pension of disabled military personnel who served in conscription will increase by 1,269 rubles and amount to 18,236 rubles. Payments for the loss of a breadwinner for the families of such military personnel will increase to 15,999 rubles.

The amount of the social pension may vary, but is always not lower than the subsistence level. In 2024, its amount across the country for pensioners is 13,290 rubles. The amount of social benefits depends on the area where the pensioner lives, in which the authorities can set regional pension-increasing coefficients, and his social category. If the pension amount is below the established minimum subsistence level, an additional payment is calculated.

Also, from April 1, state pensions will be increased. Almost 700 thousand pensioners will be able to receive the increase, including:

— participants of the Great Patriotic War;

— citizens awarded the badge “Resident of besieged Leningrad”, the badge “Resident of besieged Sevastopol” or the badge “Resident of besieged Stalingrad”;

— Russians affected by radiation or man-made disasters, as well as members of their families;

— pilots, cosmonauts and military personnel who served under conscription.

The average amount of payments for pensioners who became disabled due to a war injury will increase by 1,345 rubles, and for WWII participants — by 1,423 rubles. In addition, the amount of payment due for outstanding achievements and special services to the country will increase by 1,767 rubles. The amount of state incentives will reach 25,322 rubles.

The next increase is planned for the summer season. On August 1, 2024, the value of the pension point will be recalculated — from 123.8 to 133.05 rubles. In addition, working pensioners will be awarded three pension points. The more points a working pensioner accumulates, the higher the amount of payments will be subsequently.

The final indexation of pensions in 2024 will be carried out for the military. From October 1, the size of the reduction coefficient will be increased by 3.85% and will amount to 89.32%. Accordingly, the value of military pensions for more than 2.7 million Russians will increase by 4.5%. The increase will be made for military pensioners who served in the Armed Forces of the Russian Federation, as well as for persons equal in status to them. This applies to former employees of the Ministry of Internal Affairs, the FSB, the Ministry of Emergency Situations, the Federal Penitentiary Service, the Russian Guard and other law enforcement agencies. The State Duma noted that this percentage increase was due to the omission of indexation of the pay of military personnel, privates and commanding officers of internal affairs bodies, troops of the National Guard and other structures.

The SFR recalls that in 2024 men will retire at the general age of 63. However, those with 42 years of work experience can retire two years earlier—at 61 years of age. To receive an insurance pension, you now need at least 15 years of service and 28.2 pension coefficient.
