In the summer of 2025, new rules for managing land resources come into force, which will affect all owners of land, including summer residents, owners of country houses and those who own land within the boundaries of settlements.
The main goal of the innovations is to fight the neglect of land and increase the liability of owners for their use. The abandoned areas not only spoil the appearance, but also pose an environmental threat. The state enhances control and establishes clear requirements for land development.
In accordance with the new rules, buyers of land plots after April 2025 automatically receive the status of a “mastered plot” after registration of ownership. For owners of sites acquired before the changes to force, a transition period is provided until April 2028 to bring their sites in line with the new requirements.
What is meant by «development»? The site should be cleaned of garbage, weeds and construction waste. It should have registered buildings or activities that correspond to the intended purpose of the Earth should be conducted. Agricultural plots should be used for its intended purpose. Unformed or emergency buildings can cause the recognition of the site by non -combatant.

The purpose of the innovations is not a complication of life by land owners, but streamlining the use of land resources. The authorities strive to get rid of abandoned areas that violate sanitary norms and the worsening appearance of the territories.
Experts recommend that owners put their plots in order in advance: assess the state of the earth, remove garbage, arrange buildings, and carry out improvement. This will help to avoid conflicts with regulatory authorities and increase the market value of land.
A well -groomed area is not only property, but also an asset capable of bringing income and successfully sold. The new rules motivate the owners more responsibly approaching land management.
