Goskomregister of the Republic of Crimea: Personal data on the right holder of real estate is not available to third parties from March 1, 2023

From March 1, 2023, personal data about the owner of real estate is no longer displayed in extracts from the Unified State Register of Real Estate. Federal Law No. 266-FZadopted on the initiative of Rosreestr and establishing the ban on the transfer of personal data from the USRN without the consent of the copyright holder has already entered into force.

According to the authors of the bill, the amendments to the legislation will help increase the mutual responsibility of sellers and buyers when conducting transactions in the real estate market, help deprive unscrupulous market participants of the opportunity to resell information from the USRN, and also minimize attempts to register transactions using fake documents.

Personal data about the right holder, whether it is the surname, name and patronymic of the owner, will now be available to a limited circle of people: the owner himself, his spouse (s), heirs, authorities and notaries. However, the right holder can open the data to everyone if he wishes. Applications for the disclosure of information about the personal data of property owners can be accepted both in person at the MFC, and in electronic form in the personal account on Rosreestr website or through portal of public services.

It is worth noting that the adopted law does not apply to real estate owners who are legal entities. Information about them will still be publicly available and indicated in extracts from the USRN— notes the Deputy Chairman of the State Committee for State Registration and Cadastre of the Republic of Crimea Valentina Kirlitsa.
