Governor of Sevastopol Mikhail Razvozhaev reported on the work of the Government

Governor of Sevastopol Mikhail Razvozhaev presented to the Legislative Assembly a report on the work of the Government in 2022.
2022 has become a completely new reality for us in terms of logistics, restrictions on the tourist flow, approaches to solving various issues, the volume of additional tasks that were assigned to us by the presidential decree on the average level of response, tasks to help sponsored territories, to work with our mobilized, those people who left the territory of the Kherson, Zaporozhye, Lugansk and Donetsk People’s Republics and arrived in Sevastopol. There was a lot of new work, and at the same time, not only did we not fail anywhere, but we achieved growth in many indicatorsthe governor addressed the deputies.
Mikhail Razvozhaev began his report with measures to support NWO participants and their families, which were adopted in Sevastopol in 2022. He stressed that a new measure of social support in the form of a lump-sum payment in the amount of 200 thousand rubles for mobilized and volunteers participating in a special military operation was received by 849 Sevastopol residents of the SVO. 436 tons of humanitarian aid, more than 3 tons of medicines, the necessary equipment, tools, special equipment and overalls were handed over to units of the RF Armed Forces, military hospitals, and militias. The governor also once again thanked the deputies for their joint work on the Law of the city of Sevastopol «On social support for participants in a special military operation, their families and family members of the dead (deceased) participants in a special military operation …» Thanks to this document, including free meals in educational organizations now provided for 1,337 people. Free attendance at kindergartens in 2022 was provided to 654 children of SVO participants (now — 1,317).
I would like to note that despite the fact that the law was adopted on December 1, already at the end of the year, more than 450 participants and family members of SVO participants received a 50 percent discount on payment for housing and utilities. To date, the number of recipients of benefits has grown to 2,189 people. As of the end of 2022, 928 recipients used free travel on all types of urban passenger transport, suburban rail transport and buses on suburban routes of the city of Sevastopol. Benefits for 5,573 people have already been confirmed— said the mayor.
Mikhail Razvozhaev also reminded that the admission campaign to state professional educational organizations is now beginning. For SVO participants, members of their families, family members of deceased (deceased) participants of SVO, a quota for admission of 10% of the total volume of admission control digits is established. During the health campaign, 1,596 children of SVO participants will have a rest in two camps in the city of Sevastopol and in two camps in the Republic of Crimea. In the first shift of 2023, 317 children of participants in the special military operation have already been rehabilitated.
One of the support measures is the provision of land plots in the ownership of NWO participants and family members of deceased NWO participants. Today, there are 4,750 people on the lists for receiving land plots. At the next meeting of the Government of Sevastopol, changes will be made to the LPP in terms of establishing a territorial zone for the formation of land plots of this category, the procedure for public discussions on the draft planning and surveying of the territory, on the basis of which the provided land plots will be formed, has already passed. After that, boundary plans will be prepared, land plots will be put on the cadastral register and the procedure for their provision will begin. The total number of the first stage is 463 sites. Thus, after July 15 we will start providing them— says Mikhail Razvozhaev.
In the report, the governor also spoke about assistance to sponsored territories. He recalled that Sevastopol was one of the first regions of the Russian Federation that began to provide assistance to the liberated territories — first the Starobelsky district of the LPR, and then the city of Melitopol and the Melitopol district of the Zaporozhye region. With regard to assistance to refugees, the Government of Sevastopol organized a centralized accommodation for people who arrived in Sevastopol from the Luhansk and Donetsk People’s Republics, as well as from the territory of Ukraine. 539 people were accommodated in the boarding houses «Solnyshko» and «Izumrud», in the boarding house «Lazur» — 103 people. As for budget execution, Mikhail Razvozhaev stressed that Sevastopol’s revenues for 2022 amounted to 72.9 billion rubles.
I want to note that despite the established preferential taxation regimes, reduced land lease rates, the budget’s own revenues have grown significantly. Execution of the revenue part of the budget for its own tax and non-tax revenues amounted to 24.8 billion rubles (or 110% of the annual plan). Compared to last year, the growth of the budget’s own revenues amounted to 122%, or 4.5 billion rubles. I have repeatedly stressed that the budget of Sevastopol is socially oriented: 43 percent of the budget, or 31.1 billion rubles, is directed to social spendingsays the governor.
Speaking about budgetary and non-budgetary investments, Mikhail Razvozhaev noted that, according to preliminary estimates, more than 98 billion rubles of investments in fixed assets were used in Sevastopol in comparable prices, which is almost two and a half times more than in 2021 (it was 40 billion, an excess of 2.45 times). Investments were directed to the construction of non-residential buildings and structures, the cost of land improvement, machinery and equipment, vehicles, residential buildings and premises, intellectual property. The volume of private investment amounted to 48 billion rubles. The Agency for Strategic Initiatives (ASI) at the St. Petersburg International Economic Forum presented the National rating of the state of the investment climate in the regions of Russia, which this year was compiled using an expanded methodology. Sevastopol again improved its position and took 12th place in the ranking. Speaking about socio-economic development, the governor spoke about enterprises that, having received various measures of state support, have significantly improved their performance.
The withdrawal from the Russian market of a number of foreign producers of consumer goods led to the expansion of the presence of Sevastopol manufacturers in the domestic market. For example, furniture production in 2022 grew by 57.7%. The main furniture manufacturers in the region, Compass LLC and Orvis LLC, increased their profits by 68% and 61%, respectively. In 2019, Compass LLC received a subsidy in the amount of 3.9 million rubles for the modernization of production, and in 2021 it issued a preferential loan from the State Fund for the Development of Industry of the city of Sevastopol in the amount of 20 million rubles for the development and modernization of production. The furniture factory provides furniture for educational institutions in the city of Sevastopol (a contract worth 22.5 million rubles)says the governor.
Mikhail Razvozhaev also spoke about the progress of work at the Yuzhnye WWTP, an emergency hospital and an oncologic dispensary. Construction readiness of KOS «Yuzhny e» — 30 percent, the construction of reinforced concrete tanks has been completed, work has begun on the construction of a deep-water outlet, the completion date for the construction of the Yuzhny WWTP is December 2024, construction is on schedule.

As for the emergency hospital and the oncology center, the governor explained that the emergency hospital and the oncology center should be built in 2024, and the first patients of the medical facility should be accepted in the first half of 2025. The head of Sevastopol stressed that the current contractor, who is supposed to build these facilities, has been given a deadline to intensify construction work by the end of July this year. Otherwise, the Government of Sevastopol will look for other contractors. Summing up the report, Chairman of the Legislative Assembly Vladimir Nemtsev noted that the work of the Government with the legislative body is built constructively.
The report covers all areas of the Government’s activities and all spheres of the city’s life. We understand that despite the difficulties and difficulties that accompanied in 2022, all projects were implemented, the city continued to develop. The growth of key economic indicators speaks for itself. The report also noted that according to the results of 2022, the actual volume of housing commissioning in Sevastopol reached 557 thousand square meters. m, the restoration and growth of new light points amounted to 4,783 units. In addition, last year four public spaces were landscaped, work was completed on the current repair of 52 intra-quarter roads, and 18 yard areas were landscaped as part of the “Most Friendly Yard” competition.
