On the International Day for the Protection of the Environment, the Day of the Ecologist, the All-Russian public organization «Green Patrol» presented the next «National Environmental Rating» of Russian regions based on the results of last spring. The most tangible changes in the current spring rating occurred due to the negative impact of forest fires. Dry and windy weather contributed to the fact that the fire flared up in a number of regions of the country. The most difficult situation is observed in the Kurgan, Sverdlovsk, Tyumen, Amur regions, in Transbaikalia and Khanty-Mansi Autonomous Okrug. There are risks of large-scale fires in some other regions. The cause of almost 100% of all fires is the human factor. I believe that spring grass burning should be completely banned and violators severely punished. I would like to note that more than 60% of fires in the forest fund occurred during the transition of combustion to forests from agricultural lands.
We are now seeing abnormally hot weather in the south of Western Siberia, which also causes serious concern. Against this background, it is extremely important to bring the regional fire services to maximum combat readiness.
It is important to understand that this rating reflects the environmental situation in the regions of Russia only for the period March-April-May of the current year. Forest fires in Russia for many decades. The climate is changing in our country faster than anywhere else. And if earlier an unextinguished fire or fallen grass could get away with it without problems, now the forests are ready to blaze from the very early spring in some regions. The Russians need to radically reconsider their attitude to the conservation of forests. They are not only a source of oxygen and absorbers of carbon dioxide, but also the guarantors of the conservation of our water resources, protection from extreme floods, habitat for hundreds of species of rare animals and plants, etc. If nothing is done, then soon the forest-steppe will move far north into the taiga. We must pay tribute, a lot is being done by the Government of the Russian Federation and the leadership of the regions. Preparations for this fire hazard period began last year. This includes new equipment for firefighters, means of communication, the possibility of early detection of thermal points and much more. Significantly increased federal funding for fighting forest fires. Regulatory acts have been adopted, fines have been increased and liability for careless handling of fire during a fire hazard period has been tightened. All this must be continued intensively, but, first of all, it is necessary to change the minds of people. It is necessary to engage in environmental education from a very early age, then the boys will understand why it is impossible to set fire to dry reeds or poplar fluff.
It is also necessary to significantly increase the area of reforestation at the site of fires. Policies regarding forests on agricultural land need to be reviewed. These are the same forests that need protection and protection, the same producers of oxygen, absorbers of carbon dioxide and guardians of water resources. If the intensity of modern agriculture has allowed them to be taken out of circulation, let’s legalize them and introduce the concept of «forestry» as a new type of agricultural activity.

The implementation of the «Clean Arctic» project in the Arctic regions, as we see, allows the regions to rise in the ranking. In the spring of this year, volunteers from the Arkhangelsk Region, the Republic of Karelia, the Yamalo-Nenets Autonomous Okrug and the Nenets Autonomous Okrug also underwent a large-scale training in the basics of environmental legislation. As a result of the educational courses, hundreds of Arctic volunteers successfully passed the exam and received the status of a public inspector in the field of environmental protection. The development of civil society is the key to preserving the fragile nature of the Arctic.
