Almost 20 thousand guest houses are now operating in the “gray” zone, without official registration, Sangadzhi Tarbaev, head of the State Duma Committee on Tourism and Tourist Infrastructure Development, told Duma TV. He explained how the owners of such guest houses can legalize their activities. Tarbaev also spoke about new legislative initiatives relating to hotel services.
Owners of guest houses can register in the register of self-employed people in order to legally rent out real estate for short-term rent, Tarbaev explained. You can place advertisements for housing rentals in rental aggregators only after registering in the register of self-employed people. All tourism industry entities must obtain a registration number. The official called for bringing guest house owners out of the shadows. He added that the bill on guest houses is being considered in the State Duma, but work on this document is difficult.
The head of the State Duma Committee on Tourism also said that in the southern regions it is planned to launch an experiment using individual houses for hotel activities. At the end of last year, such a bill was approved in the first reading, but the second reading of the document was postponed. Deputies are currently finalizing this bill.
According to “House. RF,” the country’s rental stock is estimated at 229 million square meters, but more than 95% of this market is in the shadows. Landlords rent out housing unofficially and do not pay taxes.
