Spouses may be prohibited from conducting housing transactions without the presence of the “other half,” and strangers may be prohibited from buying shares in the apartment. The State Duma is working on a number of bills that could change the rules in the real estate market. Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services Svetlana Razvorotneva spoke about them at the International Housing Congress.

One of the bills proposes, in particular, to give the spouse the opportunity to prohibit transactions with real estate common to the couple without his personal participation. Nowadays, only one of the spouses can conduct a transaction with common real estate. The second has the right to challenge the deal within a year, but this is very difficult. Another bill is aimed at combating black realtors who, by buying a small share in an apartment, force other owners to sell their shares cheaply. It is proposed to prohibit the sale of shares in family housing to unauthorized persons who have not previously been the owners of another share in the same apartment. It will be possible to sell only to another owner of the share. Or the housing is sold as a whole, with subsequent division of funds in proportion to the owners’ shares. However, this bill is unlikely to be adopted, Razvorotneva noted, due to the relatively recently adopted ban on the sale of shares with an area of ​​less than 6 sq.m.— reports Russian newspaper.

Also, by order of the Constitutional Court, a bill has been submitted to the State Duma, which should regulate the issues of renting apartments on a daily basis. However, it does not bring anything new, Razvorotneva noted. Therefore, daily hiring will apparently continue to be allowed.
