How the Safe City system protects residents — the digital shield of Sevastopol

In Sevastopol, a modern public security system is developed on the basis of the Safe City platform, the Unified Center for Operational Responing and the Argus City Creek System are operating. They combine 2287 video surveillance cameras integrated into the Safe City system. Smart cameras can automatically recognize faces, look for suspicious objects, identify the numbers of cars, etc.
The Unified Center for Operational Response demonstrates high efficiency: the average response time to emergency situations since 2021 decreased by 5 times due to the integration of 311 organizations, including all emergency services and utilities of the city. In 2024, more than 50 thousand appeals were processed, and 16 thousand appeals for the first half of 2025.
Appeals are accepted by number 1563, where you can report any emergency situations. The system automatically distributes the tasks between the relevant services, which significantly accelerates the response process.
In the coming years, a further increase in the number of surveillance cameras, the development of a mobile application, and the introduction of an environmental monitoring system are planned.
