Illegal activities of three employees of the city forensic medical examination bureau have been stopped in Sevastopol

As a result of operational and investigative activities, operatives of the Department of Economic Security and Anti-Corruption of the Ministry of Internal Affairs of Russia for the city of Sevastopol, together with colleagues from the regional division of the Federal Security Service of Russia, with the force support of the special unit of the Russian Guard SOBR «Sokol», detained the heads and an orderly of a state healthcare institution suspected of bribery.
It was established that for the period from 2018 to 2024, the 42-year-old head of the «Sevastopol City Bureau of Forensic Medicine» received from his subordinate, a 49-year-old orderly, a monetary reward in an especially large amount for general patronage and connivance in service, namely permission to collect money from relatives and friends of the deceased for providing services to prepare the body for release after an autopsy and to speed up the release process. In accordance with job descriptions, orderlies must carry out these actions free of charge, but officials of the state healthcare institution decided to develop a criminal scheme and charge a fee for this, putting people who applied for it in a hopeless situation. The orderlies estimated the cost of their services based on the financial situation of the citizens who applied to them. A similar illegal reward in an especially large amount for patronage of his subordinates was also received by the 42-year-old head of one of the departments of the institution— the press service of the Russian Ministry of Internal Affairs in Sevastopol reported.
As a result of operational and investigative activities, police officers at the places of residence of the defendants, as well as in the premises of the Sevastopol City Bureau of Forensic Medical Examination, found illegally obtained funds, personal records of orderlies, and documentation confirming that they had charged for their services in an official safe.
The materials collected by the police officers were transferred to the investigative bodies of the Main Investigative Directorate of the Investigative Committee of Russia for the Republic of Crimea and the city of Sevastopol. The actions of the detained heads of the institution contain elements of a crime under Part 6 of Article 290 of the Criminal Code of the Russian Federation «Receiving a bribe», and the actions of the orderly — Part 5 of Article 291 of the Criminal Code of the Russian Federation. The sanctions of the articles provide for punishment in the form of imprisonment for a term of eight to fifteen years.
Further operational activities are currently underway to identify all the persons involved in the crimes and the circumstances of the illegal activities of the detainees. An objective legal assessment of the actions of the officials will be given.
