Important! From March 1, new rules for state registration of real estate for legal entities will be introduced.

The Commissioner for the Protection of the Rights of Entrepreneurs in the Republic of Crimea, Svetlana Luzhetskaya, informs business entities that changes have been made to the legislation on state registration of real estate.
In particular, Federal Law No. 487-FZ of December 26, 2024 “On Amendments to Certain Legislative Acts of the Russian Federation” establishes new rules for state registration of real estate, providing that applications from legal entities for cadastral registration and state registration with documents attached to them in general as a rule, must be submitted to the registration authority exclusively in electronic form.
Methods for submitting electronic documents:
- through the State Services portal;
- through your personal account on the Rosreestr website;
- in other ways provided for in clause 2, part 1, art. 18 of the Law on State Registration of Real Estate.
This rule will come into force on March 1.
An exception is cases when the party to a transaction subject to state registration, or a transaction on the basis of which the corresponding right (restriction or encumbrance) is registered, is an individual. However, when registering the ownership of a participant in shared construction for a construction project, the electronic format of interaction between developers and the registration authority will be mandatory, regardless of the subject composition of the transaction. Besides, fixed the developer’s obligation to ensure registration of the property rights of shareholders to the objects transferred to them.
Please note that the possibility of submitting a paper application to the registration authority will remain until January 1, 2026 for a number of legal entities: peasant (farm) farms, gardening and vegetable gardening partnerships, garages, housing and housing construction cooperatives, homeowners’ associations.
Also installedthat a legal entity has the right to submit documents to the registration authority on paper if there is a temporary technical impossibility of filing in electronic form.
