Important: new rules for certification of instructor-guides have been approved

From July 1, 2024, the provisions of Federal Law No. 63-FZ of March 23, 2024 come into force, obliging instructors and guides to undergo mandatory certification at the federal level in order to improve the safety of citizens and the quality of tourism products.
Certification is authorized to be carried out by organizations, the list of which is determined by Order of the Government of the Russian Federation dated May 16, 2024 No. 1156-r. This list, first of all, includes all-Russian sports federations and their regional divisions that have experience in training guides (the names of organizations with contacts are indicated below in the text).
The transition to the new rules will be gradual.
Until July 1, 2024, sports federations will carry out the process of processing and entering information into the State Register of Instructor Guides based on lists of previously certified instructor guides, lists of regional tour operators, as well as questionnaires filled out by instructor guides.
Important: lists from tour operators, regional divisions and questionnaires filled out by candidates are accepted by sports federations until June 21, 2024, 24:00 (Moscow time).
To be included in the lists you must:
1. FOR WORKING INSTRUCTORS-GUIDES according to the lists of tour operators:
1. Get on the list of the tour operator-employer for subsequent inclusion in the register (for this purpose, we ask instructors-guides to contact the tour operator-employers).
Operating travel companies included in the Register of Tour Operators must send approved lists of instructors-guides recommended by them, using a specific form posted on the websites of authorized certifying organizations depending on the type of tourist route, for inclusion in the register.
2. After sending certified lists from the tour operator-employer, instructors-guides must independently fill out a form on the websites of authorized certifying organizations, depending on the type of tourist route.
3. Go through verification and receive confirmation.
2. FOR INSTRUCTORS-GUIDES WHO HAVE CERTIFICATES OF INSTRUCTORS-GUIDES FAR, FSTR AND AGGR GUIDES:
1. Get on the lists of the Regional Divisions of the FAR, FSTR and AGGR (for this purpose, we ask instructors-guides to contact the regional divisions).
2. After sending certified lists by the Regional Divisions of the FAR, FSTR and AGGR, instructors-guides must independently fill out a form on the websites of authorized certifying organizations, depending on the type of tourist route.
2. Go through verification and receive confirmation.
3. For AGGR guides — obtain confirmation of the association.
Candidates included in the State Register according to the lists of Tour Operators and the Federal Tax Service must undergo mandatory certification before October 1, 2026.
