Important: the rules for registering real estate transactions will change

The rules for registering real estate transactions are going to change. The State Duma supported amendments regarding the preparation of electronic documents for the state cadastral registration of real estate and registration of rights to objects.

They want to amend the law “On State Registration of Real Estate”. Banks will be able to certify documents that are needed for registration of rights to real estate and state cadastral registration, not only with an electronic signature of an authorized person, but also with an enhanced qualified electronic signature without specifying an official. This is expected to make it easier for banks to process real estate transactions. The State Duma Committee on State Construction and Legislation recommended adopting the bill in the first reading.

The amendments will help banks reduce costs associated with processing electronic documents when issuing mortgages, according to the explanatory note to the document. In addition, the time frame for state registration of rights and cadastral registration of real estate will be reduced.

Let us remind you that earlier the State Duma approved in the first reading a bill on remote opening of escrow accounts. It will be possible to open such an account without personal presence, subject to mandatory client identification.
