Experts continue to refine the state standard for school uniforms. In Russia they plan to introduce it in 2024, they reported «Parliamentary newspaper» in the department of Rospotrebnadzor in Moscow. So far, there is no such concept in the legislation, and what exactly it means is not stated anywhere. The new regulations will solve the problem, the department believes. Moreover, it was the choice of clothes for lessons that most worried those who called the hotline in the capital before the start of the new school year.

There is a right, but there is no idea

The requirements for children’s clothing are set out in the technical regulations of the Customs Union «On the safety of products intended for children and adolescents.» In particular, textiles and finished garments must comply with biological and chemical safety standards and have hygienic properties such as hygroscopicity, breathability and moisture absorption. In this sense, cotton and wool fabrics remain indispensable.

In Russia, in 2024 it is planned to introduce a state standard for school uniforms. At the moment, the legislation does not provide for such a concept.“, — Tatyana Ryabenko, head of the department for supervision of services and goods for children and adolescents of the Rospotrebnadzor Office for the city of Moscow, noted in an interview with the Parliamentary Newspaper.

Meanwhile, Article 38 of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation” allows educational organizations to introduce requirements for students’ clothing, including the general appearance, color, style, insignia, and wearing rules.

That is, the right to establish a school uniform is enshrined in law, but what exactly is considered such is not stated anywhere. The new standard is intended to resolve this issue, — noted the publication’s interlocutor. — And manufacturers who want the corresponding marking to appear on their products will have to comply with the requirements of GOST.
