In 2025, Sevastopol will undergo a revision of utility tariffs

As part of the regular procedure provided by law, in almost a year — from July 1, 2025, in Sevastopol, as well as throughout Russia, it is planned to index tariffs for utilities.
In accordance with paragraph 27 of the Fundamentals of Formation of Indices for Changes in the Amount of Payments by Citizens for Utilities in the Russian Federation, approved by the Decree of the Government of the Russian Federation of 30.04.2014 No. 400, regions are required to submit their proposals annually on establishing indices for changes in the amount of payments made by citizens for utilities in the city. The decision on the size of the index will be made by the Government of the Russian Federation in the fall of this year.
Tariff growth is planned from the second half of 2025 in the following amount: from July 1, 2025 — 11.00%
The indexation of tariffs for housing and communal services is carried out within the framework of inflation, as well as on the basis of indicators and parameters defined in the forecast of the socio-economic development of the Russian Federation, taking into account the impact of the cost of resources that ensure the smooth operation and development of communal infrastructure, the costs of repair and modernization of facilities, engineering networks and communications— notes the head of the Sevastopol tariff department, Elena Klementyeva.
In general, citizens’ fees for utilities — heating, water, gas, electricity, sanitation and solid municipal waste management — in each month, starting in July 2025, will not be more than 11% higher than the fee in July 2024.
For example, in other regions the expected index in 2025 will be: in the Kemerovo region 19.8%, the Republic of Tatarstan 16%, the Republic of Dagestan 15%, the Tver region 14%, the Astrakhan region 12%.
The annual revision of tariffs is a necessary measure aimed at ensuring reliable and high-quality provision of services by organizations carrying out regulated activities.
Setting tariffs below an economically justified level leads to underfunding of work on reconstruction, modernization and repair of utility networks and, as a consequence, to increased wear and tear of utility infrastructure.
