In 2025, the Russian Social Fund for Sevastopol opened in proactive mode more than 800 individual personal accounts with an insurance number (SNILS) for newborn. Parents of the baby did not need to contact the regional branch of the SFR.

Experts draw up SNILS to the child immediately after receiving birth information from the registry office. Electronic SNILS is sent to the child’s parent to the Personal Account on the Public Service portal. This order has been valid since July 2020.

Information about SNILS enters the Personal Account, if at the time of registration of the child the parent has a confirmed account on the public services portal. If mom or dad was not registered on the public services portal or they need a paper certificate with SNILS, you can contact any Client Service of the SFR or the MFC with a passport and a child’s birth certificate. If the child is already 14 years old and he received his passport, but earlier he was not issued to him, he can receive an insurance number without the participation of his parents, contacting the Client Service of the SFR or the MFC on his own.

The child’s personal account number is needed to receive a compulsory medical insurance policy and attach to the clinic, issue social payments and benefits, and receive other public services. Adults SNILS is also necessary, including for obtaining public services, employment to work, assigning various benefits and forming a future pension.
