In Crimea, penalties for non-compliance with requirements for walking and keeping pets have been tightened

Amendments have been made to the law “On Administrative Offenses in the Republic of Crimea”, establishing administrative liability for failure to comply with additional requirements for keeping and walking pets. The bill, aimed at ensuring security, was adopted at the tenth session of the Crimean parliament in two readings.
In accordance with Article 13 of the Federal Law “On the Responsible Treatment of Animals and on Amendments to Certain Legislative Acts of the Russian Federation,” state authorities of the constituent entities of the Russian Federation have the right to establish additional requirements for the maintenance of pets. The absence of regulations providing for prosecution for violation of additional requirements leads to non-compliance by animal owners with the requirements for keeping and walking pets,” explained the Chairman of the Crimean Parliament Vladimir Konstantinov.
According to the head of the State Council of the Republic of Crimea, the state veterinary service receives numerous requests from citizens about improper care and walking of pets.
According to the document adopted by the deputies, citizens fail to comply with established requirements, namely:
— violation of the ban on keeping pets in public places and common areas (staircases, basements, attics, etc.);
— moving and walking dogs without a muzzle, collar and leash;
— keeping dogs at bases, warehouses and production facilities in free range during the daytime
will entail a warning or the imposition of an administrative fine: for citizens — in the amount of 1 thousand to 3 thousand rubles; for officials — from 3 thousand to 5 thousand rubles; for legal entities — from 6 thousand to 10 thousand rubles.
It is clarified that the authority to initiate (consider) cases of such administrative offenses is vested in the executive body of the Republic of Crimea authorized in the field of veterinary medicine, which has powers for regional state control (supervision) in the field of treatment of animals.
