In Crimea, the investigation into violations during the overhaul of a Yalta elementary school continues

The Main Investigation Department of the Investigative Committee of Russia for the Republic of Crimea and the city of Sevastopol initiated a criminal case against an official of a limited liability company, accused of exceeding official powers as part of a group of persons by prior conspiracy to cause grave consequences out of other personal interests (paragraphs “c, d”) , e» part 3 of article 286 of the Criminal Code of the Russian Federation).

The investigative department for the city of Yalta established that in November 2022, a municipal contract was concluded between the administration and the LLC for the overhaul of elementary school No. 13 on Archivnaya Street. An official of the general contractor, in agreement with his general director, engaged a company affiliated with him to carry out the work, in which he exercised actual management. Having ensured that the subcontractor organization prepared acceptance certificates for the work performed, reflecting the inflated volumes, he organized their signing and acceptance by the general director. According to the expert’s conclusion, the cost of the work not actually completed amounted to over 41.5 million rubles.

As a result of the crime, major renovations to the school were not completed before the start of the school year. Municipal authorities were forced to transfer students to other institutions located at a distance from the children’s place of residence, and significant material damage was caused to the budget system of the Republic of Crimea— reported the Investigative Committee.

Violations of the law were identified in cooperation with employees of the Ministry of Internal Affairs of the Republic of Crimea.

The official was charged and a preventive measure was chosen in the form of detention.

The establishment of the entire criminal scheme and the final assessment of the actions of its participants will be carried out with a previously initiated criminal case against the general director of the company, who tried to hide from law enforcement agencies outside the country.
