In Crimea, the management of a construction company “saved” on the overhaul of an outpatient clinic

The Main Investigation Department of the Investigative Committee of Russia for the Republic of Crimea and the city of Sevastopol completed the investigation of criminal cases against three managers of a construction company accused of fraud by a group of persons by prior conspiracy using their official position on an especially large scale (Part 4 of Article 159 of the Criminal Code of the Russian Federation).

An investigator from the Department for Particularly Important Cases established that in September 2021, a government contract was concluded between the Belogorsk Central District Hospital and a construction company for the overhaul of a medical outpatient clinic in the village of Novozhilovka for a total amount of more than 22 million rubles.

As part of the criminal scheme, forged documents were produced, as a result of which the cost of work not actually completed, but indicated in the acceptance certificates, amounted to more than 4.3 million rubles, which was later identified and confirmed by the conclusion of a forensic construction and technical examination. Based on these documents, the management of the construction company fraudulently stole the specified amount, causing damage to the Ministry of Health of the Republic of Crimea on an especially large scale— reported in Sledkom.

The illegal activities of the accomplices were identified and suppressed in April 2023 by operational officers of the Department for Economic Security and Combating of the Ministry of Internal Affairs in the Republic of Crimea. The investigation has taken measures to fully compensate for the damage caused by the crime.

The criminal investigation has been completed. The materials were sent to the prosecutor’s office for the purpose of studying, approving the indictment and sending the case to court.
