In Crimea, the results of a sociological survey on the issues of proactive budgeting were summed up

Under the patronage of the Ministry of Finance of the Republic of Crimea, the Center for the Study of Civil Initiatives of the Republic of Crimea from November 2023 to January 2024 conducted a sociological survey on the issues of initiative budgeting (IB). This was reported by the Deputy Chairman of the Council of Ministers of the Republic of Crimea — Minister of Finance of the Republic of Crimea.
We conducted a sociological survey in order to identify the popularity of the initiative budgeting program “Crimea as we want” in various regions of the republic, to understand the main motives of the program participants, the most pressing needs and challenges associated with its implementation, as well as the problems that impede its effective implementation. More than 1,260 Crimeans from all regions of Crimea took part in the survey,” the press service quotes Irina Kiviko.
The Deputy Prime Minister added that the practice of information security, implemented by the financial department since 2021, is aimed at fully involving Crimeans in the management of their settlements together with regional and territorial authorities, taking responsibility for organizing the conditions of their own life and the life of their settlement.
Three years of implementing initiative budgeting projects in rural settlements of the republic have shown that residents willingly respond to such proposals and the number of people wishing to take part in the program is growing every yearnotes Irina Kiviko.
As the Deputy Prime Minister said, the questionnaire contained both closed questions, where participants were offered answer options, and open ones, where participants could express their position on a particular issue in their own words.
The most active members of the sociological study (they were also most often participants in the IB program “Crimea as we want”) were representatives of the middle generation 30-49 (about 62%).
An analysis of the typologies of problems that require a priority solution from the point of view of residents showed that the problem most often mentioned in settlements is the lack of well-maintained roads (their asphalting and lighting).
The second most frequently mentioned problem concerns the organization of leisure and recreation facilities for the population, as well as sports and playgrounds for children.
The next parameter of the analysis was residents’ satisfaction with the activities of the district administration aimed at implementing district development programs. About 60% of residents note that they are satisfied with this activity, 25% are dissatisfied, 15% found it difficult to give an unambiguous assessment.
Another characteristic concerned the assessment of the activities of administrations of rural settlements aimed at the development of human settlements. In general, in Crimea, residents of settlements are satisfied with the activities of their administrations — more than 60% give it positive ratings, about 25% rate it as unsatisfactory, 12.3% find it difficult to give a definite answer.
Also, according to the survey, more than 60% of residents of rural settlements are satisfied with the completeness, timeliness and reliability of the information provided to them by district administrations, 25% note that they are not satisfied with the information reflection of the activities of administrations and 13.4% found it difficult to answer.
Looking at the regions, it is clear that residents of the Kirov and Simferopol districts are the least informed about the initiative budgeting program, while residents of the Nizhnegorsky and Razdolnensky districts are the most informed.,” Irina Kiviko clarified, citing the survey results.
In the survey, respondents were also asked the question: how much confidence do they have in the information security program, do they believe that it is able to ensure the achievement of its goal.
It is gratifying to note the fact that more than 60% of survey participants answered this question affirmatively. The program inspires confidence in them and, moreover, they are ready to actively participate in the process of managing their municipalities, — emphasizes Irina Kiviko.
Summing up the results of the survey, the chief financier of Crimea noted that the republic has a favorable environment for the development of the information security program. The population can and is ready to actively participate in the processes of managing their territories, independently determine the current directions of their development and implement them in cooperation with the authorities.
The initiative budgeting program has not yet reached its potential level of popularity among Crimeans, but the number of its adherents is steadily growing. The popularity and demand for the program is highest in those areas where there is systematic, purposeful and methodical work of district and village administrations with the population,” summed up Irina Kiviko.
