Minister of Health of the Republic of Crimea Konstantin Skorupsky spoke about the results of the development of the healthcare industry in Crimea for 2023.
Financing of the healthcare industry of the Republic of Crimea in 2023 amounted to 69.1 billion rubles, including 9.1 billion rubles were allocated to modernize the regional healthcare infrastructure and improve the material and technical base of medical organizationssaid the minister.
During the implementation of the departmental target program “Modernization of public health care institutions in order to bring them to federal standards and regulations” and the national project “Healthcare”:
— 187 major repairs of healthcare facilities were completed;
— 82 new construction facilities were put into operation, including 67 medical and obstetric stations and 15 medical outpatient clinics;
— 52 units of cars were purchased for primary health care organizations;
— 46 units of emergency medical vehicles were supplied;
— 16 units of mobile medical complexes for various purposes were supplied;
— 196 units of medical equipment were purchased.
The development has significantly improved the quality of medical care provided and the efficiency of the health care system.
In 2023, more than 14 thousand Crimeans received high-tech medical care, of which over 8 thousand patients were treated in medical organizations in Crimea. More than 10 new unique diagnostic and treatment methods have been introduced that have not previously been carried out in the regionnoted the head of the Ministry of Health of the Republic of Crimea.
The annual plan for preventive medical measures was fulfilled by 103% — 1,079,683 people underwent medical examination or preventive medical examination.
The fifth CAOC in Kerch was opened in addition to the four previously established outpatient oncology care centers. In total, about 60 thousand people received medical care in outpatient cancer care centers this year.
Medical rehabilitation is actively developing, within the framework of which more than 9 thousand patients, including over 2 thousand children, received rehabilitation assistance.
New structural units of the psychiatric service began to operate both at the outpatient and inpatient levels. This made it possible to increase the efficiency and quality of psychiatric, psychotherapeutic and psychological care.
The development of the palliative medical care service has been ensured: 15 adult visiting teams and 1 children’s team have been created.
The implementation of a new federal project “Fighting Diabetes Mellitus” has begun: 13 medical institutions in Crimea providing assistance to rural residents have been equipped with medical equipment, and Diabetes Schools have been created.
On the basis of the Republican Clinical Hospital named after. N. A. Semashko operates the Cardiovascular Risk Management Center. The center was organized to improve the provision of specialized medical care, ensure interaction between medical organizations and maintain continuity in the provision of care to patients with cardiovascular diseases, and create conditions for long-term management of cardiovascular risks.
Care for patients with cardiovascular pathology is provided in two primary vascular departments and five regional vascular centers. The mortality rate from diseases of the circulatory system in 2023 in the region decreased by 7.0% compared to 2022.
In addition, at the RKB named after. N. A. Semashko was the first in Crimea to create an antiepileptic room and an electroencephalography monitoring room (primarily for examining patients with drug-resistant epilepsy to decide on the need for surgical treatment of foci of the disease).
An expanded neonatal screening program was launched in 2023. Now newborns are tested for the presence of 36 hereditary and congenital diseases. Previously, such studies were carried out in relation to only five diseases. In 2023, an expanded study for newborns was conducted for more than 14 thousand children.
A total of 823 IVF procedures were performed using compulsory health insurance funds, 153 women delivered babies, and 171 children were born.
In 2023, more than 89 thousand Crimeans are provided with preferential medicines at the expense of federal and regional budgets totaling more than 3.2 billion rubles. In addition, 84 children with severe life-threatening rare (orphan) diseases are provided with expensive medications at the expense of the Circle of Good Foundation for a total amount of 1.1 billion rubles.
The most important condition for the effective operation of the industry is to provide it with qualified medical personnel. This year, 732 medical specialists have been hired: 146 doctors and 586 paramedical and pharmaceutical workers. Social support measures for health workers continue to apply and new ones come into force. From January 1, 2024, medical workers will have the opportunity to use compensation for rent of residential premises, which is carried out at the expense of the budget of the Republic of Crimea, as compensation for payments under mortgage loan agreements. In order to provide financial support to students who have entered into targeted training agreements with the Ministry of Health of the Republic of Crimea, from 2024 an additional payment to scholarships will be made from the republican budget— said Konstantin Skorupsky.
The Minister of Health of the Republic of Crimea noted that the development of the healthcare industry, in order to improve the quality and availability of medical care for residents and guests of the peninsula, continues.
