At the meeting, the results of the work of local self-government bodies to protect the housing rights of orphans and children left without parental care. As of April 1, 2025, 775 residential premises are assigned to this category of citizens. However, in a number of municipalities, the safety and condition of the housing is carried out in a timely manner. In addition, municipal authorities need to intensify the work on the development of design estimates for the repair of residential premises and a timely direction of applications to the Ministry of Education, Science and Youth of the Republic of Crimea.
In 2025, significant funds were allocated for the purchase of housing for orphans. At the expense of the federal budget, 215.6 million rubles are provided for the purchase of 47 residential premises, including co -financing from the budget of the Republic of Crimea in the amount of 11.7 million rubles. 1,077.5 million rubles were allocated from the regional budget to purchase 234 residential premises.
Also at the meeting, they discussed the provision of housing certificates. For these purposes, 359.2 million rubles are provided for issuing 74 certificates. The procedure for their provision can be found on the website of the Ministry of Housing Policy and State Construction Supervision of the Republic of Crimea.
Particular attention is paid to the issue of reducing the term of the contract of specialized hiring. Of the 223 current agreements that fall under the possibility of reducing the term of hiring, only 23 applications were submitted. This indicates the insufficient awareness of orphans.
In addition, the topic of providing monetary compensation for orphans was discussed before the actual provision of their housing. By a resolution of the Council of Ministers of the Republic of Crimea dated August 7, 2024 No. 440, the procedure for granting such compensation was approved. However, as of April 1, 2025, only 25 applications received local authorities, of which 11 are satisfied, and 14 are under consideration.
The guardianship and trusteeship bodies are instructed to strengthen the work on informing orphans about the possibility of using this support measure.
The Coordinating Council will continue to monitor the situation and the development of measures aimed at improving the efficiency of the realization of housing rights of orphans and children left without parental care in the Republic of Crimea.
